Will Reform Kill EPC‑C Rules for Landlords?
Reform UK’s actions in Kent signal a clear intent to scrap the proposed EPC‑C standard for Landlords.
After winning control of Kent County Council in May, Reform swiftly cancelled £40 million of planned net zero spending. This included scrapping plans to retrofit council buildings to “net zero compliant” standards and shelving the transition to an electric vehicle fleet. Linden Kemkaran, the council leader, justified the cuts as “common‑sense savings,” prioritising fiscal discipline over environmental ambition.
For landlords, this approach offers hope of a future national policy shift. By deprioritising net zero investments and framing them as wasteful, Reform clearly signals its intent to loosen EPC obligations should it gain power nationally.
However, serious questions remain over Reform’s administrative competence. In Warwickshire, the party recently selected an 18‑year‑old councillor with no senior experience to lead a £500 million‑budget county council — a decision met with ridicule by MPs and criticism from local leaders who argued that such inexperience risks undermining governance.
While Kent’s decisions appear coherent in their fiscal rationale, the Warwickshire episode casts doubt on whether Reform can translate its rhetoric into credible, sustainable policy. For landlords, the message from Kent is encouraging — but the party’s wider record raises the question of whether such promises can, or should, be trusted.

PRS in Peril: Landlords Flee.... ....
The UK’s private rented sector (PRS) is facing a sharp contraction, as small landlords continue to exit and institutional investors fail to plug the gap — leaving renters squeezed.
Savills’ latest analysis shows a striking imbalance: in 2024 alone, 290,000 rental homes were sold by landlords, while just 130,000 new Build to Rent (BtR) homes have been delivered to replace them. Crucially, for every property bought by a landlord from an owner‑occupier, 5.4 homes were sold to owner‑occupiers, up from parity just three years ago.
Landlord exits are being driven by rising costs, higher debt repayments, and punitive tax regimes. Since the 2022 mini‑budget, the number of outstanding buy‑to‑let mortgages has fallen by 115,000, as redemptions outpace new lending. Meanwhile, Capital Gains Tax receipts from property sales reached an estimated 170,000 transactions in 2023–24, more than double a decade ago.
The sector is clearly consolidating. In 2024, a record 26% of landlords sold at least one property, while only 8% bought, according to NRLA data. Many small, older landlords — median age 59 — are cashing in, having benefitted from long‑term capital appreciation. Larger portfolio landlords are increasing their share of the market, often buying through limited companies to mitigate tax, a structure that 73% of landlords intend to use for future purchases.
BtR supply remains woefully inadequate. Although institutional appetite remains strong, at current delivery rates it would take 70 years for BtR to reach 30% of the PRS — the level seen in more mature markets.
Without swift policy intervention to support both small landlords and institutional investors, the PRS risks haemorrhaging homes faster than they can be replaced — fuelling unaffordability and further entrenching the rental crisis.

After 2030, further enhancements may not focus on higher bands (like B), but on ensuring all homes are equipped for low-carbon heating and smart readiness.
2️⃣ New EPC Metrics and Reforms
The EPC system is undergoing major reform to make it more aligned with decarbonisation goals and more reliable.
New EPCs (expected from late 2026) will include:
Current A–G rating (cost-based)
A new fabric performance metric (heat loss per m²)
Heating system and smart readiness metrics
Fabric metric (likely around 3–4 W/m²K) will likely become the primary standard landlords must meet.
3️⃣ Cost Caps and Financial Impact
Government proposes raising the cost cap to £15,000 (from £3,500) per property.
Many landlords find this excessive; PropertyMark and Elmhurst advocate for more funding, incentives, and fairness (e.g., linking cap to property value or rental income).
4️⃣ Methodological Changes
New RdSAP10 methodology (June 2025) makes EPCs more accurate but longer and costlier (~20% more).
Includes more detailed measurements (e.g., windows, walls, loft assumptions) and better modelling of technologies like batteries, heat pumps, solar PV, and ventilation systems.
5️⃣ Compliance and Enforcement
Current enforcement is weak but expected to increase significantly, with better use of EPC data and higher fines.
Landlords are advised to prepare early, as valid EPCs lodged now (valid for 10 years) will continue to count toward compliance.
6️⃣ Decent Homes Standard & Damp/Mould
A new Decent Homes Standard and “Awaab’s Law” will require properties to be free of serious hazards, damp, and mould, with faster response times and mandatory landlord action.
7️⃣ Funding & Support
Warm Homes Plan (£13.2bn) and potential local authority schemes may support landlords, but eligibility remains limited and competitive.
Landlords should consult their local authority for grants or guidance.
📌 Bottom Line for Landlords:
✅ EPC C (or equivalent) by 2028/2030 is coming and will stay.
✅ New metrics and higher standards will make EPCs more meaningful — and potentially more expensive.
✅ Act early to secure compliance and avoid bottlenecks.
