No, not all people with dark skin are "sub-Saharan" in origin—Melanesians, Australian Aboriginals, etc., have dark skin but zero African ancestry.
But in standard usage, "Black" (as a racial category) refers specifically to populations indigenous to sub-Saharan Africa and their diaspora. North Africans are classified separately (Arab/Berber). That's the genetic and anthropological reality.
