Now my theory is that this update just hasn't rolled itself out everywhere, which is why I can still communicate with users who have done the update, unfortunately this user had left before I got to ask if they were in my age group. (16-17)

Or will it be permanently locked behind US (assuming if ROBLOX doesn't expand on their TOS)

Would this as well mean that Plushie skins have no chance to be obtained by users outside of the US?

Which is mainly the reason why people are purchasing these plushie skins in the first place. I purchase these plushies mainly for the skins like many others.
