DISCO Privatization vs Outsourcing Model

Pakistan’s power sector once again stands at a critical crossroads. The government is moving toward privatization of power distribution companies (DISCOs), but reducing this debate merely to financial losses, recovery challenges, line losses, and administrative inefficiencies is an overly narrow way of looking at a far more complex issue. The first reality we must acknowledge is that electricity is no longer just a commodity; in the modern world it has effectively become a basic human necessity, if not a fundamental right. Just as the state is responsible for providing water, healthcare, education, and security, access to electricity and internet connectivity has now become an essential public obligation. The central question, therefore, is whether such a critical service should be completely handed over to the private sector.

Global experiences do not offer particularly encouraging lessons. K-Electric, despite privatization, has not fully resolved Karachi’s long-standing issues related to tariffs, service delivery, infrastructure investment, and operational reliability. Similarly, in India, privatization of electricity distribution in states such as Delhi, Maharashtra, and Odisha triggered significant public backlash, legal disputes, and in some cases even forced rollbacks. The reason is straightforward: private investors prioritize commercial viability, not universal service obligations. A state, on the other hand, must ensure service delivery even in remote, low-income, or commercially unattractive regions where profitability may be limited.

The second major concern is ownership transfer. Privatization does not simply transfer management; it transfers assets, infrastructure, and operational control. In countries like Pakistan, where regulatory institutions such as National Electric Power Regulatory Authority already face questions regarding capacity and independence, privatization can easily create conditions for cartelization, collusion, and market manipulation, ultimately hurting consumers while weakening the state’s own leverage over a strategically critical sector.

There is also an important national security dimension. The power sector extends far beyond billing and meter reading; it includes grid stations, transmission infrastructure, operational networks, sensitive installations, and vast consumer data systems. Handing over significant control of such infrastructure to private actors can create long-term vulnerabilities related to data security, infrastructure control, and strategic exposure.

If privatization is not the ideal solution, then what is the alternative? In my view, answer lies not in full privatization but in an Operational Outsourcing Model. Instead of selling entire companies, each DISCO’s circles or divisions can be outsourced independently through competitive bidding, with clearly defined KPIs and SLAs covering meter installation timelines, transformer replacement response times, complaint resolution standards, service quality benchmarks, and revenue recovery targets. Financial guarantees can be built into contracts to secure collections while maintaining strong performance accountability.
This is not a new concept.National Highway Authority outsources toll operations, while telecom operators such as Jazz, Zong, and PTCL have successfully used regional outsourcing models for years, where third parties handle field operations,maintenance, security, and service delivery under strict contractual performance standards while the core operator focuses on monitoring and oversight.
I personally worked on advocating similar model during my time on the board of MEPCO, and argument was clear if operational reform alternatives are ignored, eventual full privatization becomes inevitable.Policymakers must recognize that some institutions r nt ordinary commercial enterprises theyre directly tied 2 national sovereignty, public rights,and national security.

improving tables rather than improving lives. Taxes are increased, electricity, gas, and fuel prices are repeatedly raised, imports are squeezed, and temporary fiscal breathing space is celebrated as reform. On paper, the balance sheet begins to look healthier. But beneath the surface, the broader economy starts to contract. Industrial costs rise, businesses become uncompetitive, unemployment spreads, purchasing power collapses, and economic growth drifts into negative territory.

Then comes the inevitable consequence: as economic activity slows, government revenues begin to decline. And when revenues decline, the state responds the only way it knows how by imposing even more taxes, raising utility prices further, and squeezing the same shrinking economic base yet again. The country thus enters a vicious cycle where the economy is not nurtured into growth but relentlessly drained for short-term fiscal survival.

This is why accounting is not economy, and control is not governance. A nation cannot tax, coerce, regulate, or manipulate its way into prosperity. Sustainable progress comes from expanding opportunity, strengthening productivity, empowering citizens, and creating an environment where enterprise can breathe. States do not become strong when their people are cornered; they become strong when their people are able to dream, build, invest, and grow.

Pakistan today stands trapped in a profound and dangerous contradiction. On the surface, all the powerful pillars of the state appear to be rowing in the same direction. Political resistance has been systematically weakened, large sections of the media have been brought to heel, the era of aggressive judicial activism ,once a persistent source of pressure on governments ,has all but faded away, accountability institutions appear either toothless or subservient, and even the administrative machinery increasingly resembles an extension of the ruling order rather than an independent state structure. In essence, nearly every obstacle that governments once blamed for their failures has either been neutralized or rendered irrelevant.

Yet despite this unprecedented consolidation of control, Pakistan still refuses to move forward.

The reason is simple, though deeply unsettling: the state has mistaken control for governance. Political discipline, media management, and the suppression of dissent may create the illusion of stability, but they do not build economies. Economies are built on trust, production, investment, industrial expansion, affordable energy, policy continuity, and confidence in the future. A society can certainly be silenced through administrative pressure and coercive instruments, but it cannot be compelled into prosperity. Fear may impose order for a while; it cannot generate growth.

Pakistan’s greatest tragedy is that its economy is increasingly being treated not as a living, breathing human system, but as a sterile exercise in spreadsheets and balance sheets. The center of economic policymaking is no longer growth, productivity, industrial expansion, exports, or human development; it has been reduced to accounting adjustments and cosmetic financial engineering. A shrinking trade deficit is celebrated as a historic achievement, a temporary current account surplus is marketed as evidence of stability, and import compression or crushed domestic demand is presented as economic recovery.

But balance sheets can lie, while societies cannot.

If factories are shutting down, businesses are collapsing, unemployment is rising, poverty is deepening, per capita income is falling behind regional peers, exports are steadily losing ground to competitors, and the purchasing power of ordinary citizens is being hollowed out, then no amount of polished fiscal reporting can honestly be called economic success. A nation cannot spreadsheet its way into prosperity.

Accounting merely tells you where the numbers stand today; an economy determines where a nation will stand tomorrow. An accountant can temporarily hide deficits, suppress imports, raise taxes, impose petroleum levies, and inflate electricity and gas prices to make financial statements appear healthier for a quarter or two. But none of this creates genuine growth. Real economic expansion emerges when factories operate at full capacity, exports grow, energy becomes affordable, investors regain confidence, innovation flourishes, and the middle class expands instead of suffocating under the weight of endless extraction. Nations rise not through accounting tricks, but through production, confidence, and vision.

The difference is the same as the difference between managing a business and merely auditing one. If I run a factory, I may employ accountants, bankers, engineers, and administrators each essential in their own role. But not all of them possess vision. An accountant looks at a spreadsheet and sees immediate risk. If a project shows losses in its initial years, his instinct is often to reject it, because he has been trained to balance books, not to identify transformative opportunities that may redefine the future. Visionaries build industries; accountants merely record them.

This is precisely the trap Pakistan finds itself in today. Economic policy has been reduced to1/2

پاکستان اس وقت ایک عجیب تضاد کا شکار ہے۔ بظاہر ریاست کے تمام طاقتور ستون ایک ہی صفحے پر کھڑے نظر آتے ہیں۔ سیاسی مزاحمت کو کمزور کر دیا گیا، میڈیا بڑی حد تک کنٹرول میں آ گیا، عدلیہ کا وہ جارحانہ جوڈیشل ایکٹیوزم تقریباً ختم ہو گیا جو کبھی حکومتوں کے لیے مستقل دباؤ ہوا کرتا تھا، احتسابی ادارے غیر مؤثر یا مکمل طور پر تابع دکھائی دیتے ہیں، الیکشن کمیشن سے بھی حکومت کو کوئی حقیقی خطرہ محسوس نہیں ہوتا، اور انتظامی مشینری مکمل طور پر حکومتی Extention بن چکی ہے۔ یعنی وہ تمام رکاوٹیں جنہیں ماضی میں حکومتی ناکامیوں کا سبب قرار دیا جاتا تھا، آج بڑی حد تک ختم ہو چکی ہیں۔

لیکن سوال یہ ہے کہ پھر بھی پاکستان کیوں نہیں چل رہا؟

اس کی بنیادی وجہ یہ ہے کہ ریاست نے “کنٹرول” کو “گورننس” سمجھ لیا ہے۔ سیاسی نظم و ضبط، میڈیا مینجمنٹ اور مخالف آوازوں کو دبانا معیشت نہیں چلاتا۔ معیشت اعتماد، پیداوار، سرمایہ کاری، صنعتی توسیع، توانائی کی سستی دستیابی، پالیسی کے تسلسل اور مستقبل کے یقین سے چلتی ہے۔ آپ کسی معاشرے کو انتظامی اور coercive طریقوں سے خاموش تو کر سکتے ہیں، لیکن ترقی پر مجبور نہیں کر سکتے

پاکستان کا سب سے بڑا المیہ یہ ہے کہ ہم نے معیشت کو ایک زندہ، متحرک اور انسانی نظام کے بجائے صرف spreadsheets اور balance sheets کا کھیل سمجھ لیا ہے۔ ہماری موجودہ معاشی پالیسیوں کا مرکز growth, productivity, industrial expansion اور human development نہیں بلکہ صرف accounting adjustments رہ گئے ہیں۔ کبھی trade deficit کم ہونے کو تاریخی کامیابی بنا کر پیش کیا جاتا ہے، کبھی current account surplus کو معاشی استحکام کا ثبوت کہا جاتا ہے، اور کبھی imports کو دبا کر یا demand کو crush کر کے یہ تاثر دیا جاتا ہے کہ معیشت سنبھل گئی ہے۔ حالانکہ حقیقت یہ ہے کہ اگر ایک ملک میں صنعت سکڑ رہی ہو، کاروبار بند ہو رہے ہوں، نوجوان بے روزگار ہو رہے ہوں، غربت بڑھ رہی ہو، per capita income خطے میں سب سے نیچے جا رہی ہو، exports مسلسل regional competitors سے پیچھے رہ جائیں، اور عام آدمی کی قوتِ خرید تباہ ہو رہی ہو تو پھر خوبصورت balance sheets قوموں کو ترقی نہیں دے سکتیں۔

اکاؤنٹنگ صرف یہ بتاتی ہے کہ numbers اس وقت کہاں کھڑے ہیں، مگر economy یہ طے کرتی ہے کہ قوم کہاں جا رہی ہے۔ ایک accountant خسارہ چھپا سکتا ہے، imports روک سکتا ہے، taxes بڑھا سکتا ہے، electricity اور petroleum levy کے ذریعے temporary numbers بہتر کر سکتا ہے، لیکن وہ growth create نہیں کر سکتا۔ معیشت اس وقت چلتی ہے جب factories چلیں، exports بڑھیں، energy affordable ہو، سرمایہ کار کو اعتماد ہو، middle class expand کرے، innovation پیدا ہو اور ریاست لوگوں کے اوپر بوجھ ڈالنے کے بجائے ان کے لیے مواقع پیدا کرے۔ بدقسمتی سے پاکستان میں اس وقت spreadsheet management کو economic governance سمجھ لیا گیا ہے، جبکہ قومیں accounting tricks سے نہیں بلکہ production, confidence اور vision سے اٹھتی ہیں۔
میں ایک فیکٹری چلاتا ہوں تو میرے پاس اکاؤنٹنٹس، بینکرز، انجینئرز اور انتظامی عملہ سب موجود ہوتے ہیں، مگر ان میں سے ہر شخص “ویژن” نہیں رکھتا۔ اکاؤنٹنٹ صرف سپریڈ شیٹ دیکھتا ہے۔ اگر کسی منصوبے میں ابتدائی نقصان نظر آ رہا ہو تو وہ فوراً خطرہ سمجھتا ہے، کیونکہ اس کی تربیت کھاتوں کو متوازن رکھنے کی ہوتی ہے، مستقبل کے مواقع پیدا کرنے کی نہیں۔

یہی مسئلہ آج پاکستان میں ہے۔ ہماری معاشی پالیسی صرف جدولیں بہتر دکھانے تک محدود ہو چکی ہے۔ جاری کھاتوں کا خسارہ کم دکھا دیا، درآمدات دبا دیں، ٹیکس بڑھا دیے، بجلی، گیس اور تیل مہنگا کر دیا وقتی طور پر بیلنس شیٹ بہتر نظر آنے لگتی ہے، مگر مجموعی معیشت سکڑنا شروع ہو جاتی ہے۔ صنعت کی لاگت بڑھتی ہے، کاروبار بند ہوتے ہیں، بے روزگاری بڑھتی ہے، عوام کی قوتِ خرید گرتی ہے اور مجموعی ترقی منفی سمت میں چلی جاتی ہے۔ پھر جب معیشت سست ہوتی ہے تو حکومتی ریونیو گرتا ہے، اور ریونیو گرتا ہے تو مزید ٹیکسز اور قیمتوں میں اضافے کا سہارا لیا جاتا ہے۔ یوں ملک ایک ایسے vicious cycle میں داخل ہو جاتا ہے جہاں معیشت کو سہارا دینے کے بجائے مسلسل نچوڑا جاتا ہے۔

اکاؤنٹنگ صرف یہ بتاتی ہے کہ آج کھاتوں میں کیا ہے، مگر معیشت یہ طے کرتی ہے کہ قوم کل کہاں کھڑی ہو گی۔

Ultimately, the UAE’s decision reflects a profound reading of the future. It recognizes that while oil is not disappearing, its strategic context is evolving. The defining question is no longer simply what price oil can command, but who possesses the agility, autonomy, and foresight to navigate a rapidly transforming energy landscape. By stepping outside the collective discipline of OPEC, the UAE is positioning itself not as a follower of consensus but as an independent energy power, one determined to shape rather than merely respond to the future of global markets.

This decision is not merely about exiting a cartel; it marks the opening of a new chapter in the geopolitics of global energy. By announcing its withdrawal from OPEC, the United Arab Emirates has sent a clear and calculated signal that it intends to reclaim full sovereignty over its production policy, its economic trajectory, and its strategic future. For decades, the UAE operated within OPEC’s framework, contributing to global market stability, yet the world it now confronts is fundamentally different, one where long term oil demand is increasingly uncertain, where renewable energy is rising with accelerating force, and where the window to optimally monetize hydrocarbon resources may not remain open indefinitely.

At the heart of this decision lies the constraint of the quota system. The UAE’s production capacity has expanded to approximately 4.5 to 5 million barrels per day, yet under OPEC Plus arrangements it has often been restricted to around 3 to 3.2 million barrels per day. This gap of roughly 1.5 to 2 million barrels per day represents not just idle capacity but foregone revenue on a massive scale, potentially translating into tens of billions of dollars annually. For a state that is aggressively diversifying its economy and investing in infrastructure, advanced technology, financial services, and next generation energy systems, such constraints are increasingly untenable.

It is precisely here that a deeper strategic divergence emerges, particularly with Saudi Arabia. The Saudi approach has long centered on price management by curbing output to sustain higher global oil prices. The UAE, by contrast, is gravitating toward a model that prioritizes market share, production expansion, and accelerated monetization of reserves. This is not merely a technical disagreement; it reflects a fundamental philosophical divide. One strategy seeks to control price through coordinated restraint, while the other seeks to command the future through flexibility, scale, and speed. Such divergence inevitably introduces subtle yet growing polarization within the Gulf and the broader Arab energy landscape, where economic priorities and strategic timelines are no longer perfectly aligned.

For OPEC itself, this move constitutes a significant stress test. When a financially robust, technologically advanced, and forward looking member chooses to exit, it raises serious questions about the cohesion and long term viability of the cartel model. Should other producers, particularly those already dissatisfied with quota allocations, begin to follow suit, OPEC’s ability to enforce discipline and influence price ceilings could erode progressively. The consequence may not be an immediate collapse but rather a gradual dilution of its authority, giving way to a more fragmented and less predictable market structure.

In the short term, the implications for global oil markets hinge on supply dynamics. If the UAE brings even a portion of its additional capacity online, the resulting increase in supply could exert downward pressure on prices. However, the magnitude of this effect will depend critically on how other major producers respond. A coordinated attempt led by Saudi Arabia to offset this increase through further cuts could stabilize prices, whereas a competitive shift toward defending market share could trigger a more pronounced softening or in extreme cases a renewed cycle of price competition.

For countries like Pakistan, the implications are both promising and precarious. On one hand, any sustained easing in oil prices would directly alleviate import pressures, improve the current account balance, and reduce the cost of power generation, offering much needed economic breathing space. On the other hand, heightened geopolitical friction within the Gulf, particularly around critical chokepoints such as the Strait of Hormuz, could introduce volatility, disrupt supply chains, and drive sudden price spikes.1/2

With due respect, this is not about questioning intentions or attributing malafide to individuals but it cannot become a reason to avoid fixing responsibility.

As a public office holder, this is not just a moral position it is your fiduciary duty under the Constitution of Pakistan and the oath you have taken as a Member of the National Assembly: to protect the financial interests of the people of Pakistan.

If decisions have placed a massive burden on the public exchequer, the question must be asked:
Was it merely a policy lapse, or criminal negligence?

Because in public finance, intent alone is not the benchmark impact and accountability are.

There is also a fundamental distinction that must not be blurred:
Purchase is personal. Procurement is public.
Procurement involves the money of every Pakistani from a rehri wala to the largest industrialist.

And when public money is involved, lack of due diligence is not a minor oversight it becomes a matter of accountability.

This is not about personal relations, nor about offending anyone.
This is about transparency, responsibility, and safeguarding public trust.

Pakistan’s Power Sector Death Spiral

Pakistan is trapped in a dangerous economic paradox where declining electricity demand does not reduce costs, but instead drives tariffs even higher. The system’s fixed capacity charges remain unchanged and are spread over fewer consumed units, inflating the per unit price. As electricity becomes unaffordable, consumers and industries either reduce usage, shift off-grid, or shut down altogether, further shrinking demand and intensifying the burden on those who remain. This triggers a vicious cycle: weakened industrial activity erodes exports and government revenues, prompting increased reliance on energy taxes and levies, which in turn raises production costs even more. What emerges is a self-destructive loop where falling demand leads to rising prices, and rising prices accelerate economic contraction.

Break this cycle through a decisive buyback of IPPs otherwise, there is no credible path to avert default and economic meltdown.

آدھا بل بغیر بجلی کے

پاکستان کے پاور سیکٹر کی اصل کہانی سمجھنے کے لیے صرف یہ کہنا کافی نہیں کہ عوام پر کھربوں روپے کا بوجھ ہے، بلکہ یہ دیکھنا ضروری ہے کہ یہ بوجھ جا کہاں رہا ہے اور اس کے پیچھے پالیسی کی ساخت کیا ہے۔ NEPRA کے مطابق مالی سال 2024-25 میں کیپیسٹی چارجز تقریباً 1.8 ٹریلین روپے رہے، جبکہ عوامی اور پالیسی بیانیے میں اسے 2.8 ٹریلین روپے تک بھی پیش کیا جاتا ہے جو دراصل آئندہ یا تخمینی بوجھ ہے۔ اگر اسی تصویر کو صارف کی سطح پر دیکھا جائے تو ایک اور چونکا دینے والی حقیقت سامنے آتی ہے کہ آج پاکستان میں ایک عام بجلی کے یونٹ کی قیمت کا تقریباً 50 سے 60 فیصد حصہ صرف capacity charges پر مشتمل ہے، یعنی آپ بجلی استعمال کریں یا نہ کریں، بل کا آدھا سے زیادہ حصہ صرف اس بات کا ہے کہ پلانٹس موجود ہیں۔

پورے بوجھ کو جب حقیقت پسندانہ انداز میں تقسیم کیا جائے تو تقریباً 25 سے 30 فیصد حصہ چینی آئی پی پیز کو جاتا ہے، 30 سے 35 فیصد مقامی نجی آئی پی پیز کو، جبکہ سب سے بڑا حصہ یعنی 35 سے 40 فیصد خود حکومتی یا پبلک سیکٹر پلانٹس لے جاتے ہیں۔ یعنی حکومت اس سسٹم میں صرف ریگولیٹر نہیں بلکہ سب سے بڑی capacity payments لینے والی entity بھی ہے۔ چینی آئی پی پیز میں ساہیوال کول، پورٹ قاسم، چائنا پاور حب اور تھر کے منصوبے شامل ہیں جن کا مجموعی بوجھ تقریباً 450 سے 550 ارب روپے سالانہ بنتا ہے، جبکہ مقامی نجی آئی پی پیز جن میں حبکو، نشاط، اٹلس، سیف پاور اور دیگر شامل ہیں تقریباً 550 سے 650 ارب روپے لے جاتے ہیں۔ اس کے مقابلے میں واپڈا کے ہائیڈل منصوبے، نیوکلیئر پاور، جینکوز اور حکومتی آر ایل این جی پلانٹس جیسے حویلی بہادر شاہ اور بلوکی ملا کر تقریباً 650 سے 750 ارب روپے سالانہ لے رہے ہیں۔ اگر یہی تناسب 2.8 ٹریلین روپے کے بیانیے پر لگایا جائے تو چینی آئی پی پیز کا حصہ تقریباً 700 سے 840 ارب، مقامی نجی آئی پی پیز کا 840 ارب سے 1 کھرب اور حکومتی پلانٹس کا حصہ 1 کھرب روپے سے بھی زیادہ بنتا ہے۔

گزشتہ سال میں حکومت نے تقریباً 14 سے 16 پرانے تھرمل آئی پی پیز کے ساتھ معاہدوں میں تبدیلی کی جن میں حبکو، لال پیر، پیک جن، نشاط پاور، نشاط چونیاں، اٹلس پاور، سیف پاور اور اینگرو کے کچھ پلانٹس شامل تھے۔ ان معاہدوں میں take or pay ماڈل کو جزوی طور پر take and pay یا hybrid ماڈل میں تبدیل کیا گیا، return on equity کم کیا گیا اور capacity payments کو نرم کیا گیا۔ سرکاری دعووں کے مطابق ان اقدامات سے تقریباً 900 ارب سے 1.5 ٹریلین روپے تک کی مجموعی بچت حاصل ہوئی، جس میں صرف 14 تھرمل آئی پی پیز سے تقریباً 900 ارب روپے کی lifetime saving بتائی گئی جبکہ bagasse پلانٹس اور کچھ ختم کیے گئے معاہدوں کو ملا کر یہ رقم 1.5 ٹریلین روپے تک پہنچتی ہے۔ تاہم یہ واضح رہنا چاہیے کہ یہ سالانہ بچت نہیں بلکہ معاہدوں کی باقی مدت کے دوران مجموعی ریلیف ہے، جسے سالانہ بنیاد پر دیکھا جائے تو تقریباً 80 سے 150 ارب روپے کا فرق بنتا ہے۔

کچھ پرانے پلانٹس جیسے پیک جن اور لال پیر کے کنٹریکٹس کو ختم یا محدود کیا گیا جس سے تقریباً 400 ارب روپے کے قریب مستقبل کا بوجھ کم ہونے کا دعویٰ کیا گیا۔ لیکن اسی دوران پچھلے پانچ سے سات سال میں کئی ایسے کنٹریکٹس بھی کیے یا تجدید کیے گئے جنہوں نے اسی بوجھ کو برقرار رکھا، جن میں بالخصوص آر ایل این جی بیسڈ پلانٹس جیسے بلوکی اور حویلی بہادر شاہ شامل ہیں، bagasse آئی پی پیز کو نئی شرائط کے ساتھ جاری رکھا گیا، جبکہ کول بیسڈ سی پیک پلانٹس طویل المدتی capacity payments کے ساتھ lock ہو گئے۔ ان معاہدوں میں capacity payments، fuel pass through اور dollar indexation بڑی حد تک برقرار رہی جس کا مطلب یہ ہے کہ ایک طرف ہم کچھ آئی پی پیز سے بوجھ کم کر رہے ہیں دوسری طرف نئے معاہدوں کے ذریعے وہی بوجھ دوبارہ اپنے اوپر لے رہے ہیں۔

مسئلہ کسی ایک ملک، کسی ایک کمپنی یا کسی ایک گروپ کا نہیں بلکہ پورے سسٹم کے ڈیزائن کا ہے جہاں ضرورت سے زیادہ پیداواری صلاحیت لگا دی گئی، طلب اس کے مقابلے میں کم رہی، اور اس کے باوجود take or pay ماڈل کے تحت ادائیگیاں جاری ہیں۔ یہی وجہ ہے کہ آج ہم بجلی پیدا کریں یا نہ کریں، capacity charges دینا ہی پڑتے ہیں، اور اسی سسٹم میں حکومت خود سب سے بڑا کھلاڑی بھی ہے اور سب سے بڑا متاثرہ فریق بھی۔

چینی آئی پی پیز اس مسئلے کا صرف ایک حصہ ہیں، اصل بوجھ مقامی نجی آئی پی پیز اور خود حکومتی پلانٹس کے ساتھ مل کر بنتا ہے، اور بنیادی خرابی اس پالیسی میں ہے جس نے بجلی کے نظام کو ایک ایسی مالیاتی جال میں تبدیل کر دیا ہے جہاں ہر راستہ جا کر capacity payments پر ہی ختم ہوتا ہے۔ یہی وہ پالیسی ٹریپ ہے جس سے نکلے بغیر نہ بجلی سستی ہو سکتی ہے اور نہ ہی معیشت کو حقیقی ریلیف مل سکتا ہے۔

چکاچوند سے معیشت نہیں چلتی ،ایک قومی ری سیٹ کی ضرورت

پاکستان ہر سال ایک بہت بڑی رقم “ترقیاتی بجٹ” کے نام پر خرچ کرتا ہے، مگر سوال یہ ہے کہ کیا یہ خرچ واقعی ترقی لا رہا ہے یا صرف چمک پیدا کر رہا ہے؟ اگر ہم اعداد و شمار سامنے رکھیں تو تصویر بالکل واضح ہو جاتی ہے۔ پنجاب کا سالانہ ترقیاتی بجٹ تقریباً 1.24 ٹریلین روپے ہے، سندھ کا تقریباً 1.02 ٹریلین، خیبرپختونخوا کا لگ بھگ 550 ارب اور بلوچستان کا تقریباً 280 ارب روپے۔ اس کے ساتھ وفاق کا PSDP تقریباً 1.4 ٹریلین روپے ہے۔ یعنی مجموعی طور پر پاکستان ہر سال تقریباً 4.5 ٹریلین روپے، یعنی قریباً 16 ارب ڈالر صرف “ترقی” کے نام پر خرچ کر رہا ہے۔ دو سے تین سال میں یہی رقم 32 سے 48 ارب ڈالر بن جاتی ہے۔

یہی وہ نقطہ ہے جہاں سوال اٹھتا ہے کہ اگر اتنی بڑی رقم خرچ ہو رہی ہے تو پھر صنعت کیوں بند ہو رہی ہے، روزگار کیوں ختم ہو رہا ہے، اور معیشت کیوں سکڑ رہی ہے؟ حقیقت یہ ہے کہ یہ پیسہ زیادہ تر misplaced priorities، political gimmicks، اور cosmetic projects پر ضائع ہو رہا ہے۔ بازاروں کی بیوٹیفکیشن، سڑکوں کی بار بار تعمیر، نمائشی اسکیمیں، اور اربوں روپے کی اشتہاری مہمات یہ سب وقتی تاثر تو پیدا کرتے ہیں مگر معیشت کو کوئی طاقت نہیں دیتے۔ اطلاعات اور تشہیر کے نام پر بھی ہر سال اربوں روپے خرچ کیے جاتے ہیں تاکہ کارکردگی کا تاثر پیدا کیا جا سکے، جبکہ ground reality مختلف ہوتی ہے۔

پاکستان کا سب سے بڑا مسئلہ اس وقت انرجی ٹریپ ہے، جہاں ہر سال تقریباً 1.8 سے 2 ٹریلین روپے capacity payments میں جا رہے ہیں۔ یہی وہ بوجھ ہے جو صنعت کو ختم کر رہا ہے، بجلی کو مہنگا کر رہا ہے اور معیشت کو دبا رہا ہے۔ اگر ہم صرف دو سے تین سال کے ترقیاتی بجٹ کو درست سمت میں لگا دیں تو ہم اس پورے IPP بوجھ کو restructure یا buyback کرنے کی پوزیشن میں آ سکتے ہیں۔ مگر اس کے لیے ایک بنیادی structural تبدیلی ضروری ہے۔

یہاں دو راستے ہیں۔ یا تو ہم اٹھارویں ترمیم پر نظرثانی کریں اور وفاق کو اتنا مضبوط کریں کہ وہ ایک centralized economic planning کر سکے، یا پھر صوبے خود آگے بڑھ کر ایک National Energy & Industrial Reset Fund بنائیں جس میں وہ اپنی development budgets کا ایک حصہ ڈالیں۔ جب صوبے خود اس فنڈ میں سرمایہ لگائیں گے تو یہ نہ صرف ownership پیدا کرے گا بلکہ Gulf ممالک، چین اور عالمی اداروں کو بھی اعتماد ملے گا کہ پاکستان سنجیدگی سے اپنی معیشت کو reset کرنا چاہتا ہے۔ اس طرح اگلے تین سے پانچ سال میں نہ صرف IPP burden کم کیا جا سکتا ہے بلکہ سستی توانائی فراہم کر کے ایک نیا صنعتی انقلاب بھی شروع کیا جا سکتا ہے۔

اصل مسئلہ وسائل کی کمی نہیں بلکہ ترجیحات کی خرابی ہے۔ جب تک صوبے “فنڈز کی تقسیم” کو اپنی سیاسی طاقت سمجھتے رہیں گے اور انہیں centralized قومی حکمت عملی میں شامل نہیں کریں گے، تب تک یہ پیسہ بکھرتا رہے گا اور نتیجہ صفر ہی رہے گا۔ اس کے برعکس اگر یہی وسائل ایک مربوط حکمت عملی کے تحت استعمال ہوں تو پاکستان کی معیشت کو دوبارہ کھڑا کیا جا سکتا ہے۔

اسی کے ساتھ ایک اور بنیادی اصلاح ضروری ہے، اور وہ ہے لوکل گورنمنٹ کا حقیقی اختیار۔ چھوٹے ترقیاتی کام گلیاں، بازار، صفائی، لوکل انفراسٹرکچر یہ سب صوبائی سطح پر بیٹھ کر نہیں بلکہ مقامی حکومتوں کے ذریعے ہونے چاہئیں۔ صوبے بڑے وژن پر فوکس کریں: صنعت، توانائی، ایکسپورٹس۔ جبکہ لوکل گورنمنٹس اپنے علاقوں کے لیے خود فنڈ ریزنگ کریں اور وفاق و صوبہ ان کو targeted support دے۔

اگر ہم نے یہی $16 ارب سالانہ اسی طرح ضائع کیے تو نہ بیوٹیفکیشن بچے گی نہ معیشت۔ لیکن اگر ہم نے اسی رقم کو درست سمت دے دی تو پاکستان نہ صرف اپنے معاشی بحران سے نکل سکتا ہے بلکہ ایک مضبوط صنعتی ریاست بن سکتا ہے۔ یہ فیصلہ سیاسی ہے، مگر اس کے اثرات نسلوں پر جائیں گے۔

پاکستان کا پاور سیکٹر، ایک تباہ کن معاشی گھن چکر

پاکستان اس وقت ایک خطرناک معاشی تضاد میں پھنس چکا ہے جہاں بجلی کی طلب میں کمی سے اخراجات کم نہیں ہوتے بلکہ الٹا بجلی مزید مہنگی ہو جاتی ہے۔ نظام میں موجود فکسڈ کیپیسٹی چارجز جوں کے توں برقرار رہتے ہیں اور جب بجلی کم استعمال ہوتی ہے تو یہی بوجھ کم یونٹس پر تقسیم ہو کر فی یونٹ قیمت کو غیر معمولی حد تک بڑھا دیتا ہے۔

جب بجلی عام صارف اور صنعت دونوں کے لیے ناقابلِ برداشت ہو جاتی ہے تو لوگ یا تو اپنا استعمال کم کر دیتے ہیں، یا گرڈ سے باہر نکل جاتے ہیں، یا پھر صنعتیں بند ہونا شروع ہو جاتی ہیں۔ اس کا نتیجہ یہ نکلتا ہے کہ طلب مزید سکڑ جاتی ہے اور جو صارفین سسٹم میں باقی رہ جاتے ہیں ان پر بوجھ اور بڑھ جاتا ہے۔

یہی وہ مقام ہے جہاں ایک خطرناک چکر شروع ہوتا ہے۔ صنعتی سرگرمیاں کمزور پڑتی ہیں، برآمدات گرتی ہیں، حکومتی آمدن کم ہوتی ہے، اور پھر اس خسارے کو پورا کرنے کے لیے حکومت مزید ٹیکسز اور لیویز توانائی پر ڈالتی ہے۔ اس سے پیداواری لاگت مزید بڑھتی ہے اور معیشت مزید سکڑنے لگتی ہے۔

یوں ایک خود تباہ کن دائرہ وجود میں آ جاتا ہے جہاں کم ہوتی طلب قیمتوں کو بڑھاتی ہے اور بڑھتی قیمتیں معیشت کو مزید سکڑنے پر مجبور کر دیتی ہیں۔

اس چکر کو توڑنے کا واحد مؤثر راستہ آئی پی پیز کا فیصلہ کن بائی بیک ہے، ورنہ ڈیفالٹ اور معاشی تباہی سے بچنے کا کوئی قابلِ اعتبار راستہ موجود نہیں۔

پاکستان نے دنیا کو تین کھرب ڈالر سے زائد کیسے امیر بنا دیا

7 اپریل کو دنیا ٹرمپ کے رات 8 بجے کے اس الٹی میٹم کی طرف بڑھ رہی تھی کہ “آج رات ایک پوری تہذیب ختم ہو جائے گی۔” دوپہر تک پولی مارکیٹ کے مطابق جنگ بندی کے امکانات 5 فیصد سے بھی کم تھے۔ لیکن پھر آخری لمحات کی سفارت کاری کے ایک طوفان میں، جس کی قیادت پاکستان کے وزیرِ اعظم شہباز شریف نے کی، جنگ بندی کے امکانات تقریباً ناممکن سطح سے بڑھ کر 100 فیصد تک جا پہنچے، جبکہ امریکہ اور ایران دونوں کی قیادت نے پاکستان کے اہم کردار کو کھلے عام تسلیم کیا۔

جنگ بندی کے امکانات میں تقریباً صفر سے یقینی ہونے تک اس تیز تبدیلی سے ہمیں پاکستان کی کامیاب سفارت کاری کی مارکیٹ ویلیو کا اندازہ لگانے کا ایک واضح موقع ملتا ہے۔ جنگ بندی کے اعلان کے بعد S&P 500 میں تقریباً 2.9 فیصد کا نمایاں اضافہ ہوا، اور یہی ردِعمل دنیا بھر کی مارکیٹس میں بھی دیکھنے کو ملا۔

عالمی مارکیٹس کا حجم تقریباً 125 ٹریلین ڈالر ہے، لہٰذا 2.9 فیصد اضافے کا مطلب ہے کہ دنیا کو تقریباً 3.6 ٹریلین ڈالر کا فائدہ ہوا۔ یوں پاکستان نے دنیا کے لیے اپنی معیشت کے حجم سے دس گنا زیادہ ویلیو پیدا کی!

میرے نزدیک سب سے خوبصورت پہلو یہ نہیں کہ کھربوں ڈالر کا اضافہ ہوا، بلکہ یہ ہے کہ پاکستان عالمی سطح پر ایک امن ساز کے طور پر سامنے آیا۔

امید ہے کہ پاکستان اس نئی شناخت کو اپناتے ہوئے نہ صرف بیرونِ ملک بلکہ اپنے اندر بھی امن کو فروغ دے گا۔ اس کا مطلب ہے تقسیم اور نفرت کی سیاست سے دور جانا، اور ہر شہری کو اپنا سمجھ کر برابری کا سلوک کرنا۔

قانون، حکمرانی اور اسٹیٹ کرافٹ کا کلاسیکل مخمصہ

قانون کا مقصد معاشرے کا تحفظ ہوتا ہے۔ اگر قانون کی سختی سے پابندی ہی نظام کے انہدام کا باعث بن جائے تو غیر معمولی اقدامات کسی حد تک جائز قرار پاتے ہیں۔

دور بیٹھ کر ماورائے عدالت اقدامات کی مخالفت کرنا ایک طرح کا اخلاقی سکون فراہم کرتا ہے۔ ہم میں سے بہت سے لوگ جو محض اصولی بنیادوں پر بحث کرتے ہیں، انہوں نے کبھی ایسے ماحول میں زندگی نہیں گزاری جہاں جرم کوئی ایک واقعہ نہیں بلکہ روزمرہ کی گھٹن بھری حقیقت ہو۔ جہاں منظم مافیا کھلے عام کام کرتے ہوں، جہاں قاتل کرائے پر ایسے لیے جاتے ہوں جیسے کوئی آلہ ہو، جہاں تنازعات گولیوں سے حل ہوتے ہوں، اور جہاں ریاست کی رِٹ کمزور یا تقریباً غیر موجود ہو۔ جو لوگ اس طرح کی سفاک حقیقتوں کو قریب سے نہیں دیکھتے، ان کے لیے یہ کہنا آسان ہوتا ہے کہ ہر حال میں طریقۂ کار کی پابندی ہونی چاہیے، چاہے نتائج کچھ بھی ہوں۔

لیکن ہم جیسے لوگوں کے لیے، جو ایسے پس منظر سے آتے ہیں، یہ کوئی نظریاتی بحث نہیں بلکہ جیتی جاگتی حقیقت ہے۔ ایک ایسے خاندان سے تعلق رکھنے کے باعث جس کا گہرا ربط پولیس سے رہا ہے، اور دیہی ماحول میں پرورش پانے کی وجہ سے، ہم نے معاشرے کا تاریک ترین رخ اپنی آنکھوں سے دیکھا ہے—ایسے سنگین جرائم جو تصور سے بھی باہر ہیں۔ لڑکیوں کی عصمت دری، خاندانوں کی تباہی، معمولی رنجشوں یا حسد کی بنیاد پر بے گناہوں کا قتل، اور پوری کی پوری آبادیاں جو منظم جرائم پیشہ نیٹ ورکس کے سائے میں زندگی گزارتی ہیں۔ یہ الگ تھلگ واقعات نہیں بلکہ خوف کے ایسے تسلسل ہیں جو پورے معاشرے کو مفلوج کر دیتے ہیں۔

یہیں سے اسٹیٹ کرافٹ کا اصل مخمصہ شروع ہوتا ہے۔ سماجی معاہدے کے تحت ریاست پر بنیادی ذمہ داری عائد ہوتی ہے کہ وہ اپنے شہریوں کی جان، عزت اور مال کا تحفظ کرے۔ جب ریاست اس میں ناکام ہو جاتی ہے تو اس کی اخلاقی و قانونی حیثیت پر سوال اٹھتا ہے۔ اور جب خود قانونی نظام غیر مؤثر ہو جائےجب گواہ خوف کے باعث بیان نہ دیں، جب ثبوت دبائے جائیں، جب طاقتور مافیا نظام کو اپنے حق میں موڑ لےتو طریقۂ کار انصاف دینے کے بجائے مجرموں کی ڈھال بننے لگتا ہے۔

یہ ماورائے عدالت اقدامات کی ترویج نہیں بلکہ ایک کڑوی حقیقت کا اعتراف ہے کہ بعض حالات میں روایتی نظامِ انصاف منظم جرائم کا مقابلہ کرنے کے قابل نہیں رہتا۔ مسئلہ قانون کی موجودگی کا نہیں بلکہ اس کے مفلوج ہو جانے کا ہے۔ ایسے معاشروں کو محض یہ کہنا کہ “استغاثہ بہتر کر لیں” زمینی حقائق سے چشم پوشی کے مترادف ہے، جہاں گواہوں کو دھمکایا جاتا ہے، ججوں پر دباؤ ڈالا جاتا ہے اور پورا نظام متاثر ہو چکا ہوتا ہے۔

اس کے ساتھ ساتھ طاقت کے غلط استعمال کا خدشہ بھی ایک حقیقی اور جائز تشویش ہے۔ ہر ایسا نظام جس میں صوابدید شامل ہو، اس میں زیادتی کا امکان موجود ہوتا ہے۔ تاہم جہاں منظم طریقہ کار موجود ہوجیسے کہ آزاد بورڈز یہ طے کریں کہ کون سے کیسز خصوصی نوعیت کے ہیں وہاں فیصلوں کو انفرادی افسران کی مرضی پر چھوڑنے کے بجائے منظم انداز میں کنٹرول کیا جا سکتا ہے۔ یہ کوئی کھلی چھوٹ نہیں بلکہ ایک ناکام نظام کے اندر کنٹرولڈ ردِعمل پیدا کرنے کی کوشش ہے۔

مزید یہ کہ جہاں کہیں ایسے اختیارات کا غلط استعمال ہوا ہے، اسے نظرانداز نہیں کیا جا سکتا، مگر اسے بنیاد بنا کر پورے نظام کو رد بھی نہیں کیا جا سکتا۔ حقیقت یہ ہے کہ جہاں ذمہ دار افراد کو جوابدہ ٹھہرایا گیا، انہیں عہدوں سے ہٹایا گیا اور سزا دی گئی، وہاں یہ ظاہر ہوتا ہے کہ اندرونی احتساب کا نظام، اگرچہ مکمل نہیں، مگر موجود ضرور ہے۔

آخرکار، یہ کوئی سادہ سیاہ و سفید مسئلہ نہیں ہے بلکہ ایک نہایت پیچیدہ اور غیر آرام دہ دائرہ ہے جو نظریاتی اصولوں اور زمینی حقیقتوں کے درمیان واقع ہے۔ وہ ریاست جو اپنے شہریوں کا تحفظ نہیں کر سکتی، اپنی اخلاقی حیثیت کھو دیتی ہے۔ لیکن وہ ریاست جو تمام حدود کو توڑ دے، اپنی روح کھو بیٹھتی ہے۔ اصل چیلنج یہی ہے کہ کسی ایک پہلو کو رومانوی رنگ دینے کے بجائے اس مشکل سوال کا ایمانداری سے سامنا کیا جائے: جب قانون خود غیر مؤثر ہو جائے تو ریاست نظم کیسے بحال کرے؟

ایک اور اہم پہلو جس کے لیے فوری تیاری ناگزیر ہے وہ بلوچستان کے ساحلی علاقوں، خصوصاً تربت اور گوادر، کی بجلی کا مسئلہ ہے جہاں اس وقت بڑی حد تک انحصار ایران سے آنے والی بجلی پر ہے۔ اگر خطے میں کشیدگی بڑھتی ہے اور امریکہ کی جانب سے ایران کے پاور انفراسٹرکچر کو نشانہ بنایا جاتا ہے تو اس کا براہِ راست اثر ہماری ان علاقوں کی بجلی کی فراہمی پر پڑے گا، جس سے نہ صرف مقامی آبادی بلکہ پورٹ آپریشنز اور معاشی سرگرمیاں بھی متاثر ہوں گی۔ اس لیے ضروری ہے کہ ہم پیشگی طور پر متبادل نظام وضع کریں، کیونکہ فی الحال ہماری اپنی نیشنل گرڈ کی ٹرانسمیشن ان علاقوں تک براہِ راست اور مؤثر طریقے سے نہیں پہنچ رہی، اور کسی بھی ہنگامی صورتحال میں یہ خلا ایک بڑے بحران کی شکل اختیار کر سکتا ہے۔

بدترین حالات کی تیاری توانائی کے عالمی بحران میں پاکستان کا امتحان

ہم ایک ایسے دور میں داخل ہو چکے ہیں جہاں عالمی نظام صرف تبدیل نہیں ہو رہا بلکہ سخت آزمائش سے گزر رہا ہے۔ Soviet Union کے انہدام کے بعد جو یک قطبی دنیا بنی تھی، وہ اب ختم ہو رہی ہے۔ United States اب بھی اپنی بالادستی برقرار رکھنا چاہتا ہے، مگر China کے عروج نے طاقت کا توازن بدل دیا ہے۔

چین جنگ نہیں چاہتا، وہ معیشت، ٹیکنالوجی اور سپلائی چین کے ذریعے قیادت حاصل کرنا چاہتا ہے۔ دوسری طرف امریکہ اپنی حیثیت بچانے کے لیے بار بار جغرافیائی تنازعات میں الجھ رہا ہے۔ مشرقِ وسطیٰ کی موجودہ کشیدگی اسی کی ایک مثال ہے۔ یہ مکمل طور پر امریکہ کی اپنی جنگ نہیں، بلکہ ایسے حالات ہیں جن میں اسے بالواسطہ طور پر دھکیلا جا رہا ہے، جہاں Benjamin Netanyahu جیسے کردار بھی اثر انداز ہو رہے ہیں۔

نتائج سامنے آنا شروع ہو چکے ہیں۔ Strait of Hormuz خطرے میں ہے، توانائی کی سپلائی متاثر ہو رہی ہے، LNG کی ترسیل غیر یقینی ہے، اور تیل کی قیمتیں تیزی سے بڑھ رہی ہیں۔ یہ اب کوئی مفروضہ نہیں، حقیقت ہے جو ہمارے سامنے unfold ہو رہی ہے۔

Pakistan جیسے ملک کے لیے یہ صرف ایک بیرونی جھٹکا نہیں بلکہ ایک وجودی امتحان ہے۔

پاکستان اس بحران میں کمزور بنیادوں کے ساتھ داخل ہو رہا ہے۔ زرمبادلہ کے ذخائر محدود ہیں، برآمدات سست ہیں، معیشت کا بڑا سہارا ترسیلات زر ہیں، قرضوں کی ادائیگیاں مالی گنجائش کو کھا رہی ہیں، صنعت کی رفتار کمزور ہے اور توانائی کا شعبہ پہلے ہی غیر مؤثر اور گردشی قرضوں کا شکار ہے۔ سادہ الفاظ میں، ہم پہلے ہی ایک نازک توازن پر کھڑے ہیں۔

اب تصور کریں کہ تیل کی قیمت 150 یا 200 ڈالر فی بیرل ہو جائے۔

یہ صرف ایندھن مہنگا ہونے کی بات نہیں۔ یہ ایک سلسلہ وار جھٹکا ہے۔ درآمدی بل بڑھے گا، روپے پر دباؤ آئے گا، بجلی مہنگی ہوگی، ٹرانسپورٹ مہنگی ہوگی، خوراک مہنگی ہوگی، صنعت دباؤ میں آئے گی، اور مہنگائی عام آدمی کی قوتِ خرید کو کھا جائے گی۔ IMF پروگرام کے تحت حکومت کے پاس یہ گنجائش بھی نہیں کہ وہ اس جھٹکے کو خود برداشت کرے۔ بوجھ عوام پر منتقل ہوگا۔

اصل سوال یہ نہیں کہ نقصان ہوگا یا نہیں۔ نقصان یقینی ہے۔ اصل سوال یہ ہے کہ کیا ریاست اس نقصان کو manage کرنے کے لیے تیار ہے؟

کیونکہ بحران ملکوں کو تباہ نہیں کرتے، غلط فیصلے کرتے ہیں۔

پہلا اصول بالکل واضح ہے: ڈالر بچاؤ، دکھاوا نہیں۔ ایسے حالات میں اصل جنگ بیرونی کھاتے کی ہوتی ہے۔ پاکستان یہ برداشت نہیں کر سکتا کہ ہر درآمد کو برابر سمجھے۔ ترجیحات واضح ہونی چاہئیں۔ ایندھن، LNG، کھاد، خوردنی تیل، ادویات اور برآمدی صنعت کے خام مال کو اولین حیثیت دی جائے۔ باقی سب ثانوی ہو جائے۔ لگژری اور غیر ضروری درآمدات فوراً کم کی جائیں۔

دوسرا اصول سخت مگر ضروری ہے: ریاست سب کو نہیں بچا سکتی۔ حکومت کے پاس وسیع سبسڈی دینے کی گنجائش نہیں۔ اگر مصنوعی طور پر قیمتیں کم رکھی گئیں تو زرمبادلہ کے ذخائر ختم ہوں گے اور کرنسی بحران آئے گا۔ اس لیے ریلیف صرف محدود طبقوں کو دیا جائے: کم استعمال والے صارفین، پبلک ٹرانسپورٹ اور زرعی شعبہ۔ باقی معیشت کو حقیقت کا سامنا کرنا ہوگا۔

تیسرا اصول توانائی کے شعبے میں نظم و ضبط ہے۔ مسئلہ صرف مہنگا ایندھن نہیں بلکہ اس کا غیر مؤثر استعمال بھی ہے۔ بحران میں ہر ضائع ہونے والی یونٹ قومی نقصان بنتی ہے۔ بجلی کی پیداوار مکمل طور پر merit پر ہونی چاہیے۔ ہائیڈرو، نیوکلیئر اور مقامی ذرائع کو ترجیح دی جائے، جبکہ درآمدی ایندھن کو صرف ضرورت کے مطابق استعمال کیا جائے۔

چوتھا اصول demand کو پہلے کنٹرول کرنا ہے، نہ کہ collapse کے بعد۔ توانائی کی بچت کوئی علامتی اقدام نہیں بلکہ معاشی حکمت عملی ہے۔ مارکیٹ کے اوقات میں کمی، غیر ضروری روشنی پر پابندی، سرکاری عمارتوں میں سخت قواعد، اور موثر آلات کے استعمال کو فروغ دینا، یہ سب اقدامات مجموعی طور پر درآمدی دباؤ کم کرتے ہیں۔

پانچواں اصول فوری توانائی سفارتکاری ہے۔ پاکستان کو پہلے سے تیاری کرنی ہوگی۔ مؤخر ادائیگی پر تیل، LNG کے لیے کریڈٹ لائنز، اور دوست ممالک سے ہنگامی تعاون کے معاہدے ضروری ہیں۔ ایسے وقت میں جن کے پاس پیشگی انتظام نہ ہو، وہ صرف مہنگا خریدتے ہیں اور دیر سے حاصل کرتے ہیں۔

چھٹا اصول معیشت کے backbone کو بچانا ہے۔ ہر شعبہ اہم نہیں ہوتا۔ ریاست کو برآمدی اور روزگار پیدا کرنے والے شعبوں کو ترجیح دینی ہوگی۔ اگر برآمدات کم ہوئیں اور درآمدات مہنگی ہوئیں تو بحران مزید گہرا ہو جائے گا۔

Pakistan’s Fragile Stability: A Looming External and Fiscal Trap

Pakistan’s external position may look stable at first glance, but in reality, it is walking on a very narrow and fragile path. The recent current account improvement is not a structural shift; it is temporary and highly reversible. A single month surplus does not change the underlying reality when the cumulative position remains weak and dependent on volatile inflows like remittances.

At the core of the problem lies a persistently large trade deficit. Pakistan continues to import significantly more than it exports, which means a constant outflow of dollars. Even when the current account appears manageable, it is largely because remittances are offsetting this imbalance. This is not strength it is a cushion, and a cushion can weaken very quickly under stress.

The emerging regional situation, particularly tensions and conflict in the Gulf, adds another layer of vulnerability. Pakistan is heavily dependent on imported fuel, and any sustained increase in global oil prices directly expands the import bill. What makes the situation more complex is that even if Pakistan reduces fuel consumption due to higher prices, it may still end up paying more dollars overall. Fewer barrels, but at much higher prices, can still worsen the external account.

An even bigger risk lies in the possibility of declining remittances if the conflict prolongs. A large share of Pakistan’s remittances comes from Gulf countries. If economic activity slows down there, or employment conditions tighten, remittance inflows may weaken. In the short term, there can sometimes be a temporary spike in remittances due to uncertainty, but if the situation drags on, the medium-term direction becomes negative. If remittances decline while the trade deficit widens due to expensive fuel, the current account can deteriorate rapidly, putting direct pressure on foreign exchange reserves and the currency.

At the same time, there is a structural policy trap on the fiscal side. A significant portion of government revenue comes from petroleum levies and indirect taxes on fuel. In the short term, increasing fuel prices and taxes may protect or even increase revenue. But over time, higher prices reduce mobility, compress economic activity, and slow down consumption. This gradually erodes the very revenue base the government depends on. It becomes a difficult balancing act protect revenue or protect growth but doing both simultaneously becomes increasingly difficult.

There is also a hidden risk on the power generation side. Pakistan’s electricity system is not dependent on LPG in any meaningful way, but it is significantly dependent on imported fuels such as RLNG, imported coal, and residual fuel oil. This means any disruption in global energy markets does not just increase fuel prices it also increases the cost of electricity generation. The system can still function, but at a much higher cost, which ultimately translates into higher tariffs, inflation, and further economic pressure.

In essence, Pakistan is not in an immediate crisis, but it is in a constrained corridor where multiple risks are converging. A volatile current account, a structurally large trade deficit, dependence on remittances, rising global fuel prices, and a fiscal reliance on fuel taxation together create a complex macroeconomic trap. If oil prices remain elevated, remittances weaken, and external inflows stay uncertain, the pressure on reserves, currency, and growth could build very rapidly.

This is not a moment for complacency. It is a moment for discipline, realism, and preparedness because the margin for error is very thin.

سپر ٹیکس ختم کرنے پر اعتراض

حکومت چاہتی ہے کہ:
•Super Tax ختم کر دیا جائے
•اور تنخواہ دار طبقے کے ٹیکس میں تقریباً 5٪ کمی کی جائے

لیکن IMF کا سوال ہے:

اگر Super Tax ختم کیا تو تقریباً Rs150 ارب کی آمدن کہاں سے آئے گی؟

ابھی تک حکومت کے پاس اس کا واضح متبادل نہیں ہے۔

موجودہ سال کی ٹیکس کلیکشن پر شکوک

IMF کے مطابق FBR اس سال کا ٹارگٹ Rs13.4–13.5 ٹریلین شاید حاصل کر لے کیونکہ:
•عدالتوں کے کیسز کی ریکوری
•enforcement
•سپر ٹیکس کی قسطیں

لیکن IMF کہہ رہا ہے کہ:

یہ one-time measures ہیں، مستقل آمدن نہیں۔

اس لیے سوال یہ ہے کہ:

اگلے سال (FY 2026-27) کا بڑا ٹیکس ٹارگٹ کیسے پورا ہوگا؟

روپے کی قدر کم کرنے کا دباؤ

IMF نے کہا ہے کہ:
•روپے کو REER (Real Effective Exchange Rate) کے مطابق ایڈجسٹ کیا جائے

اس کا مطلب یہ ہو سکتا ہے کہ:
•موجودہ ریٹ: تقریباً Rs280 / $
•ممکنہ نیا ریٹ: Rs290–300 / $

یعنی مزید depreciation۔

اگلے اہم مرحلے
•13–18 اپریل 2026: IMF / World Bank Spring Meetings (واشنگٹن)
•اس کے بعد مئی میں IMF مشن پاکستان کے ساتھ بجٹ فائنل کرے گا
•اسی وقت بجٹ 2026-27 کی شرائط طے ہوں گی

عملی صورتحال

ابھی تین چیزیں تقریباً یقینی ہیں:
1.Super Tax کا مکمل خاتمہ مشکل ہے
2.تنخواہ دار طبقے کو محدود ریلیف مل سکتا ہے (Rs15–20 ارب کا اثر)
3.روپیہ کمزور ہونے کا دباؤ موجود ہے

جو تیل آج عوام کو فروخت کیا جا رہا ہے وہ تقریباً 45 دن پہلے تقریباً 60 ڈالر فی بیرل کے حساب سے خریدا گیا تھا۔
لیکن آج وہی تیل تقریباً 327 روپے فی لیٹر کے حساب سے بیچا جا رہا ہے۔

اس قیمت کے فرق کا مطلب ہے کہ تقریباً 113 ارب روپے کا انوینٹری منافع کمایا جا رہا ہے ،ایسے تیل پر جس کی ادائیگی پہلے ہی کم قیمت پر ہو چکی تھی۔ قریباً 113 ارب کا منافع ۔

While parallel entities are being erected at the governing tier in Islamabad, the operational backbone of the electricity distribution system is suffering from acute manpower shortages. Across all DISCOs, field staff strength is estimated to be 45 to 55 percent below established benchmarks. Over the past twenty-five to thirty years, a large segment of experienced field personnel has retired, while fresh recruitment has remained effectively frozen.

Those responsible for corrective and preventive maintenance, for loss reduction, for theft control, and for real-time system oversight are either approaching retirement or already beyond optimal service age. The average age of much of the remaining field workforce exceeds fifty. The pipeline of trained replacements is virtually nonexistent.

In essence, those tasked with physically running the system are disappearing while supervisory and regulatory layers continue to multiply.

This imbalance raises a structural concern. Can a system be strengthened by expanding oversight while simultaneously hollowing out its operational core? Governance cannot substitute for ground capacity. Monitoring authorities cannot replace line crews. Strategy cannot compensate for the absence of hands in the field.
