Q What key challenges do you face: In fragile & conflict situations we face complex layers of “shared sovereignty”. Locals have less say. The international community has a bigger say. Conflicting values of localization v shared sovereignty can undermine capacity!

@scepticalranil 100% agree. Which leads me to think - are there any bilaterals that do this well? My experience has been that it's easier to pull this off in a multilateral - which is 1-2 steps removed from domestic politics - than a bilateral.
But implementing this kind of ambitious approach to partnerships requires change in how embassies and the country network operate, and investment in their capabilities and the kind of tools they have at their disposal, as well as their flexibility of action.

@robertofner@_HannahRitchie@robertofner , I'm very sympathetic to the need for more climate action, but just fyi that map shows highly unpopulated areas of Australia - virtually no-one living there relative to eastern seaboard.
