Khaled Meshaal presented it as a policy "development" not a replacement of the Charter. Mahmoud al-Zahar, one of Hamas's founders, said ,"The 1988 [genocidal] Charter is the core of Hamas's position."

@PhilipProudfoot Genocide is unproven, with submissions still coming into the ICJ showing the opposite. The case for the Ayatollahs', Hezbollah's and Hamas' genocide is indisputable however. Khomeini's 1979 Constitution, The Muslim Brotherhood's 1988 Charter and the 2017 Document supporting it.
