يعتمد النشاط الاقتصادي الكلي في اقليم كردستان على اربعة قنوات:

1.الرواتب القادمة من بغداد، والتي تمثل ضخا شهريا للنقد يحرّك الطلب الاستهلاكي
2.عائدات النفط الخام المتقلبة، التي تذهب لبغداد ثم يعاد ضخها في الاقليم كمخصصات تشغيلية/استثمارية
3.الوجود العربي العراقي سواء من المقيمين أو المستثمرين او المتعاملين تجاريا
4.السياحة الداخلية من بقية اجزاء العراق

المفارقة القاتلة تكمن في تراجع الاقتصاد الكلي عند حدوث خلل او تاخر في قناة الرواتب، وهذا تناقض قاتل بالمقارنة مع حجم الاعمار والمشاريع والتطور الظاهر في الاقليم، اي أن ما يبدو من انتعاش أو طفرة في العمران والخدمات لم يبنى على قاعدة إنتاجية أو مؤسساتية راسخة، بل على تدفقات مالية محدودة المصدر
هذا المفارقة تعكس بوضوح امرين:
- الاولى، ان ما تحقق خلال العقود الماضية لا يمكن تصنيفه كتجربة تنمية اقتصادية مستدامة، بل يندرج في إطار نمو شكلي قائم على الإنفاق الاستهلاكي المدعوم بتدفقات مالية خارجية غير مستقرة.
- اما الثانية وهي الاهم، فان النشاط الاقتصادي الظاهري الكبير تمتلكه فئة مجتمعية محدودة وهم عوائل السياسيين والمتنفذين، اي سيادة الاحتكار للنشاط الاقتصادي لهذه الفئة، وان المجتمع لا يمتلك حصة في هذا النشاط الاقتصادي، للدرجة التي تجعل تاخر الرواتب يقود لانهيار الاقتصاد الكلي عند عدم دفعها او تأخيرها، ناهيك عن هجرة العرب او تراجع السياحه.
تركزت استثمارات النخبة في قطاعات البنية التحتية وقطاعات احرى غير منتجة، فتحول الى اقتصاد لا يقوم على إنتاجية صناعية، أو زراعة حديثة، أو صادرات حقيقية، بل على إنفاق استهلاكي ممول خارجيا، مما جعل النشاط الاقتصادي مشتق لا أصيل، ولهذا عندما تتأخر الرواتب، أو يتراجع تدفق السياحة العربية، أو ينخفض الوجود العربي في الإقليم "الذي لم يختبر بعد"، يحدث انكماش حاد ومباشر في السوق، وهو ما يتناقض مع صورة الأبراج، الفنادق، ومراكز التسوق، هذا بالضبط ما يميز النمو الشكلي growth illusion عن التنمية المستدامة التي تعني تراكم رأس مال منتج وبناء قاعدة مؤسسية

وعندما يكون النشاط الأكبر (المولات، الأبراج، العقارات الفاخرة، محطات النفط، الاستيراد) بيد نخبة متنفذة، يخلق اقتصادا ريعيا داخليا مصغّرا، شبيها بالنموذج الريعي العراقي الكلي، حيث تتركز العوائد في يد قلة، ويُعاد ضخ جزء منها في العمران والاستهلاك الترفي، فيما يبقى المجتمع الأوسع متعلقا برواتب الدولة، هذه الثنائية تجعل الاقتصاد هشا عرضة للانهيار بمجرد توقف التدفقات

تلك معضلة ورطوا انفسهم بها بدوافع المصالح الشخصية لتحقيق الثراء على حساب الاقتصاد، ستقتلهم في الامد الطويل مع نمو السكان واشتداد الاحتكار، فالتنمية تتدلى نتائجها على جميع فئات المجتمع لبناء اقتصاد متماسك، لا عوائل محددة، ومع مرور الزمن، سيصبح التناقض أكثر وضوحا: قاعدة سكانية واسعة تطالب بفرص عمل ودخل مستقر، مقابل قمة هرم اقتصادي ضيقة تحتكر القرار والثروة، هذه التركيبة تنتج:

- بطالة واسعة عند توقف المشاريع.
- تآكل الطبقة الوسطى لصالح ثنائية (أغنياء الاحتكار، موظفو الرواتب).
- هشاشة مالية تجعل أي أزمة سياسية/مالية مع بغداد تتحول إلى أزمة اقتصادية واجتماعية داخلية
هو في الواقع فخ ريعي – استهلاكي، فالإقليم قدم نفسه كنموذج استقرار وتطور عمراني، لكنه لم يبني قواعد إنتاج حقيقية أو بنية تصدير، ومع مرور الوقت، سيتحوّل هذا النموذج إلى عبء، لأن التنمية الحقيقية ليست تكديس مولات أو طرق، بل توزيع عوائد الاقتصاد على كل الفئات عبر قطاعات منتجة

اي انهم وقعوا في فخ paradox of dependent growth – أي نمو قائم على تدفقات خارجية، محتكر داخليا، ومفتقر لآليات إعادة إنتاج ذاته، وهذه معضلة ستتفاقم مع الضغط الديمغرافي واشتداد الاحتكار

ما يجب أن ينتبه له الاقليم: ان اهم مكونات قنوات التدفقات المالية مرهونة بالفوضى وحالة للاستقرار الحاصل في بغداد، وبمجرد تحقق استقرار البيئة الداخلية في بقية اجزاء العراق سنشهد تراجعا في التواجد العربي، سواء على مستوى الإقامة أو الاستثمار، وتلك ممكنة الحدوث يجب ان ينتبه الاقليم لها، والنتيجة تراجع او انهيار الاقتصاد الكلي، لذلك يجب تخفيف الاحتكار وإشراك المجتمع في الاقتصاد

ما يجب ان تنتبه بغداد: ان تلك المعضلة الكردية تمكّن حكومة بغداد من ممارسة ضغوط اكبر كما يمارس الاقليم ضغوطا خارجية، وتعطيها Leverage على الاقليم لو احسنت ادارتها، لذا يجب ان تفكر بغداد بخطط ضغط طويلة الامد من خلال توفير بيئة مناسبة لاعادة المقيمين هناك لخفض الاستهلاك فضلا عن تقديم مغريات للمستثمرين في الاقليم لسحب استثماراتهم وتحويلها الى اجزاء العراق الاخرى للضغط وتحسين شروط التفاوض مع الاقليم، وبكل الاحوال هي افضل من الضغط بتأخير الرواتب ليؤدي الإقليم التزاماته
