More than 97% of public school students qualify for federal tax credit scholarships. So why could the Treasury Department’s proposed regulations make participation harder?

Revising estimates way down for what FSTC means for public school kids. Per regs, income verification is a real barrier.
Want to cover a field trip fee, laptop, flute rental? Gotta show W2s, alimony, pay stubs! Just to prove you're part of the ~97% of kids who are eligible.
“In practice, simply doing anything well may matter more than any handful of interventions,” said @MargueriteRoza. “Implementation is everything.”

Despite very different ideas about how to improve schools, it sounds like there was a lot of agreement that: 1) there's no single silver bullet; and 2) the quality of implementation really matters. On #2, that's about human capital.

Money will start flowing in January for the new federal scholarship tax credit program. Public school students are eligible, so we anticipate that most states and districts will want in. Our guess is that the program will generate upwards of $1,000 per pupil when fully phased in.
If state and local leaders want to tap these funds, they have work to do.
@MargueriteRoza and @mac32222 outline what leaders need to do now in a new piece in @The74, which includes engaging employers, selecting an SGO, launching a campaign, and understanding allowable fees.
Roza & Cicco: How much of the new federal scholarship money will flow to school districts depends almost entirely on how actively leaders pursue it https://t.co/h9J9NFhUAh
Today in @The74 we cover what district and state leaders must do NOW if they want fed tax credit dollars for public schools.
Unlike traditional funding formula dollars, how much flows to public schools will depend almost entirely on how actively leaders pursue it.
