Wanying Zhang, 34, a.k.a. "Heather Zhang," of Irvine, was arrested Sunday by the FBI after she was charged in a federal criminal complaint with acting in the United States as an unregistered agent of the government of the People’s Republic of China (“PRC”), including by conducting surveillance of family members of a high-ranking Taiwanese government official. Zhang was arrested at Los Angeles International Airport, where she planned to board a flight to China.
