When elphaba finally understands that all the change she dreamed of in Oz could never be brought about by someone like her, she realizes that in the end the Wizard was right when he said, "they won't believe it because they don't want to." all the justice she desired had to be done by someone with influence, and glinda was born with it, while elphaba never had that privilege.
The ozians needed an enemy so that glinda could be their savior and elphaba accepts this fact because if for a beneficial change to happen, she has to be the villain in the story, then she would be.
In the end, all of Oz transforms because she persisted, and even though she wasn't the one to make the checkmate, everything happens because she believed in an Oz that no one else saw.
