Babachir Lawal says Pres. Tinubu doesn't believe in budgets, even right from his days as Lagos governor, and that he sees government money as his own, to be used as he pleases.

He added that it's why Tinubu ensured the emergence of his lackeys as principal officers of the National Assembly to rubberstamp his actions.

On Tinubu's health: He said Tinubu is clearly not a healthy man, hence his frequent trips to France, which makes him wonder why he's still keen on amassing so much wealth, knowing he would not be able to enjoy it.

When Buhari got the ticket, there was an issue with campaign funding, and Buhari was not a money person. So Timipre Sylva and I went to see one of the big-time rich people and held the meeting on his yacht because the man didn't want to be seen with Buhari's people.

After the meeting, he agreed to support Buhari with funds, but while coming out of the yacht, a police officer saw us. Timipre was worried that the meeting would get to Jonathan’s ears, and it did. The man was summoned to Abuja and threatened, and that was how we lost that funding.

That was when we went to Tinubu and explained the issue to him. Through him, we raised sufficient funds to run Buhari's campaign. Not only that, Osinbajo ran a separate campaign from Buhari, and it was also funded by Tinubu.

Bola also hired consultants from America who were doing professional work on Buhari's image. They were the same people who ran Obama's campaign, and I know that cost him over N2 billion. Whenever there was a need for expenditure, he didn't go to the campaign purse. He spent from his own purse.

That's not the question.

Nobody is asking the Budget Office whether the money was spent.

A so-called fake agency made it into Nigeria's 2026 Appropriation Act and got over ₦1.3 billion allocated to it.

The Budget Office says the money was never released because the controls worked.

Fine.

But how did an agency the government now says does not exist get an official budget code, an establishment approval and recruitment waiver, make it into the Executive Budget, pass through the National Assembly and get signed into law?

Who was supposed to catch that?

This is bigger than the ₦1.3 billion.

If the controls worked only after the allocation had already made it into the Appropriation Act, then we need to ask a bigger question about the controls that govern how things get into the budget in the first place.

FG Budgets N22.15B To Build Palaces

Nigerians are reacting with outrage after the public accountability organisation Tracka revealed that the 2026 Proposed Budget set aside N22.15 billion for the construction of 106 royal palaces across the country.

The organisation found that billions of naira meant for traditional palaces appeared to be routed through unrelated agencies including the Nigerian Institute for Oceanography and even the National Institute for Cancer Research.

On Friday, at a Special Session of the Assembly of States Parties, your delegations will vote in person and by secret ballot on whether the Prosecutor should be removed from office under Article 46 of the Rome Statute, in respect of allegations he has consistently denied.

Before that vote is cast, you are entitled to know how this process has been conducted.

The President of the Assembly has closed every formal channel through which Mr Khan’s legal team might make representations to you and has written to all States Parties suggesting that you should not meet with us.

Mr Khan KC and his legal representatives were refused accreditation to attend the session on 24 July. The right under the rules to address you on the substantive decision of misconduct has been flatly denied to us.

Consider what that means.

You are the decision-makers. You alone will determine whether the Prosecutor is removed. Yet the man whose removal you are considering has been told that his representatives may not address you, may not answer before you the case put against him, and may not correct errors, of which there are many, in the material placed in front of you. We know of no court or tribunal in any proper and fair legal system that bars a person facing the gravest professional sanction from being heard.

So we write openly, though restricted by confidentiality obligations, because no other route has been left to us.

1975: Bisalla wasn’t happy Danjuma was promoted ahead of him: Obasanjo talked about it in his book “Not My Will”.

This Army promotion Gazette page shows exactly what sparked the tension.

This is from the Federal Government Official Gazette No. 2, Vol. 63, under Ministry of Defence appointments.

What it shows:
Brig. T.Y. Danjuma N/146 was promoted to Lt-General with effect from 1-1-76

Brig. I.D. Bisalla N/186 was promoted to Major-General with effect from 1-1-76

So Danjuma jumped two ranks straight from Brigadier to Lt-General, while Bisalla, who was senior to him and also a Brigadier, only went up one rank to Major-General.

That’s why Bisalla was unhappy. In military hierarchy and seniority, he expected to be ahead.

Obasanjo himself addressed this in “Not My Will”, page 22, where he noted Bisalla’s vexation over being passed over for Danjuma.

Context: This was under the Murtala/Obasanjo regime in early 1976, right after the July 1975 coup. Promotions then were also political, not just based on seniority.

Danjuma’s appointment as Chief of Army Staff and his new Lt-General rank put him above Bisalla, who was Commissioner for Defence at the time.

That gap in rank and responsibility became one of the underlying issues that later played out in the Dimka coup of February 1976.
