This is another case where people see a headline that touches a contentious topic and react before actually reading what the Pope said.
He specifically stated that European countries should be "assisting developing countries so that no one is forced to emigrate [to Europe]". He has repeatedly said before that these people should stay in their countries if possible, and that efforts to stabilize those regions of the world should be taken seriously.
He did not call for more immigration, but did, as you'd expect the Vicar of Christ to do, exhort Christians worldwide to remember that these people have human dignity that must not be violated.
For the leader of the Catholic Church, which teaches that every human being is made in the image of God, this isn't a particularly radical thing for the Pope to say... and no part of it strikes me as an endorsement of open borders, infinity migration, or any other notion that would play into a "Camp of the Saints" fantasy about the Pope.
Catholics in particular should be careful about headlines like these, which very often play into the hands of the enemies of the Church, who serve the Evil One by waging informational warfare against the Barque of Peter...
Let us be very, very careful to avoid creating scandal around the Church where none needs to exist.
