If it is not mandatory, why didnt the service staff give him the change when he asked for it & just let him decide to tip or not to tip in whatever amount he wants to give as a tip?

From the replies here, if I understand correctly, the US culture is to not pay service workers well, that tipping is not a gratituity (optional) but a necessity (mandatory).

But in the US, they say the service staff are not paid well, thus, tips are a necessity / mandatory? Why?
