In late July 1982, Walid Jumblatt met Reagan's envoy Philip Habib to lobby against Bashir Gemayel's presidential bid. Then Prime Minister Shafiq Wazzan, and former PM Saeb Salam had done the same.
In Habib’s report to DC, the picture Jumblatt painted of a potential Bashir presidency was nothing short of “apocalyptic.” First, Bashir would transform the Lebanese Forces (LF) into the Lebanese Armed Forces (LAF). This, according to Jumblatt, was his “only political program.” Second, Bashir would become a “one-party dictator, destroying the Lebanese concept of democracy.”
Jumblatt acknowledged that the departure of the PLO had altered the intra-Lebanese balance of power. But, he argued, this only made Bashir even more unacceptable to Muslims, who were alarmed by these changes and by the “blatant Phalange-Israeli collaboration.” An informal anti-Bashir front was already taking shape under the leadership of Sunni notable Saeb Salam. “Muslims simply cannot accept him as president,” Jumblatt warned, and the result would be “civil war in two weeks.”
Habib retorted that the United States was concerned with preserving the democratic electoral process and restoring Lebanon’s territorial integrity and sovereignty under an independent and democratic government. However, intervening in Lebanese politics to prevent Bashir’s election was something neither he nor his government was prepared to do.
Interestingly, while Jumblatt framed his opposition to Bashir in the name of democratic ideals, he was allied at the time with Hafiz al-Assad, Syria's tyrant. The civil war Jumblatt warned from continued for another eight bloody years, not because of Bashir, but after Assad had killed him.
