I just spoke with Yevhenii Khmara about our long-range operations against Russia and the provision of necessary means to security units and Ukraine’s Defense Forces. It is critical that there is a strategic vision for Ukraine’s ongoing active efforts to defend our independence and force Russia into diplomacy. Yevhenii Khmara has gained extensive and, in many respects, unprecedented experience with technological combat operations. This is exactly where our defense efforts should be focused during this war.
Of course, we will continue to implement all active programs aimed at developing and strengthening our Defense Forces – from direct funding for combat brigades and fair personnel distribution among brigades to the maximum provision of unmanned ground vehicles and all types of drones, as well as the prompt implementation of agreements with partners.
Under the current circumstances, I believe that real effectiveness in long-range operations, a genuinely strong background in security work that will ensure control over the internal situation across the components of the Defense Forces, and real experience in managing personnel at the SSU’s Center of Special Operations “Alpha” should all be advantageous in the position of Ukraine’s Minister of Defense.
I have tasked Yevhenii Khmara with serving as acting minister, continuing to reform the defense sector, and ensuring that Ukraine achieves all of the results we have discussed. Once the necessary legal procedures have been completed, I will request that MPs support Yevhenii Khmara’s nomination for the position of Minister of Defense of Ukraine. Glory to Ukraine!
Today, our thoughts are with the people of Qatar as they mourn the passing of His Highness the Father Amir Sheikh Hamad bin Khalifa Al Thani. May the Almighty grant him eternal peace and comfort all those who mourn his passing.

We continue our preparations for the winter period – gas for Ukraine, protection of our power generation and logistics routes, and the supply of necessary equipment. Importantly, the Government of Ukraine and Naftogaz are carrying out their tasks with absolute precision to build a network of additional energy partnerships for Ukraine that will support our state and our people this winter and in the long term. Sergii Koretskyi reported on work at the level of energy companies – we are preparing relevant agreements for July. I am grateful to all partners for their willingness to cooperate with Ukraine on equal terms. We have also defined political priorities that we can strengthen at the level of relations with state leaders.
Prime Minister of Ukraine Yuliia Svyrydenko reported on securing the necessary volumes of fuel for our country, as well as on the implementation of relevant resilience plans in the regions. Some communities are, unfortunately, lagging behind in their preparatory work. We will draw conclusions, including those related to personnel. I thank everyone who is working truly effectively in the interests of Ukraine and their communities. Glory to Ukraine!
We continue bringing Ukrainians home from Russian captivity. Today, 160 servicemembers were released from captivity. All of them had been held captive since 2022.
Among those released today are servicemembers of the Armed Forces of Ukraine, the State Special Transport Service, National Guard warriors, and border guards. They defended Ukraine in Mariupol and at Azovstal, as well as in the Donetsk, Luhansk, Kharkiv, Zaporizhzhia, Kyiv, Chernihiv, and Sumy sectors.
I thank our entire team, which works every day to bring our people back. Special gratitude to all our units on the frontline who replenish Ukraine’s “exchange fund” and, through their courage, make it possible for us to bring people home. We remember everyone who remains in captivity. We are checking every name. We must bring everyone back – both military personnel and civilians.
