警官の方は5〜6名くらいなので、相当な挙動不審または危険な感じだったのでしょう。

しかしアフリカ系の男は発する言葉が日本語はもちろん、英語も話せない感じでほぼ意思疎通ができていない様子でした。

日本の公共サービスのリソースもこうやって無駄に消費されます。

だからたとえインバウンドであっても、そろそろ日本語力を要件にいれてください。警察官がいくらいても足りません。
