Dr. Emem Omokaro is known for original contributions of major significance in the field of Ageing and development and for her leading and critical role in organizations of distinguished reputation and for outstanding achievements;

Emem holds a Doctor of Philosophy Degree in Development Sociology from the University of Calabar, Nigeria with an award-winning Doctoral thesis that interrogated determinants of adult children care of older parents. The Nigerian Universities Doctoral Thesis Award for Best Doctoral Thesis in the category of Social Sciences in the Nigerian University System during 2005 earned her grant for post-doctoral certificate in Social Gerontology from the International Institute on Ageing UN Malta.

She founded the Dave Omokaro Foundation (DOF), translating her research findings to inform older persons’ rights advocacy, human capacity enhancement and National shift      in perception of ageing and family care.

·        Emem is Executive chair, the Dave Omokaro Foundation-with Special Consultative Status with ECOSOC, UN.

·        Championed the creation of a UN Satellite Center on Ageing in Sub-Saharan Africa through the   Dave Omokaro Foundation.

·        Secured Dave Omokaro Foundation   partnership agreement with the United Nations on hosting   the International Institute on Ageing Malta (INIA) United Nations Satellite Center for sub-Saharan Africa for -training and capacity building across 44 African countries

·        Co-Chair, UN-INIA Satellite Center for Sub-Saharan Africa-Council.

·        Led Dave Omokaro Foundation in a critical role in older persons’ rights advocacy, the   development of the National Policy of Ageing in Nigeria and capacity building 2012- till date

·        As Executive Director of Dave Omokaro Foundation, secured a memorandum of understanding with placement as Visiting and LEADS scholar at Nigeria’s National Universities Commission (2012-2016)

·        Led the development of academic benchmarks and minimum standards for Post Graduate   Gerontology curriculum by  the National Universities

NIGERIA MOVES TOWARDS A FUTURE WITH A SKILLED INTERGENERATIONAL WORKFORCE IN SOCIAL CARE- AN OPPORTUNITY FOR JOB CREATION AND CARE ENTERPRENEURSHIP -

It was very delightful for me to witness UBTH award ceremony for its pioneer set of NSQ-certified caregivers of various:levels. It is evident that Nigeria is moving,: as published in the 10- year Strategic Roadmap on Ageing (2022'-2032) towards a future workforce with skills to provide health and social care for older people who need care:wherever they are.

Older Persons require a range of assistance including companionship, care, and support for age-related conditions or disabilities. There are those in need recreation, social #connections, and #continuing engagement in #SeniorCenters and there are others with complex disabilities including physical, cognitive, or sensory disabilities requiring 24/7 care and https://t.co/FiVVZG8l8E #home or #nursing facilities Some end of life in #hospice

The training and certification of caregivers unlock the caregivers' right to formal job opportunities, fair wages, scheduled work hours, career paths, and progression in line with NSQF levels. It gives the family caregivers or friends who provide unpaid care and support services, respite from the burden of care and distributes care work.
Where State governments take advantage of the accredited Training Providers/ centers in the State, to sponsore its unemployed indegines with such interests, the workforce can be deployed through accredited #Domiciliary Care Agencies for community extension support services to homes where poor and vulnerable oldera:persons need care as Social Assistance.. IMAGINE!! what an opening for job creation and enterprise development in the. Geriatric Social Care Sector and the access created to reach older persons in rural areas

An overarching #NationalCarePolicy should be in view to integrate #eldercare, #child care, and care for those with #disabilities with respective #QualityAssuranceSystems as was done for GeriatricSocialCare. . Policy concerns would also include issues of wages, social protection, and regulation as well as monitoring and evaluation with strong coordination and accountability mechanisms.

The picture of UBTH pioneer certified Geriatric Social Care workers shows 1) predominance of #women & #girls - expressing the obvious outcomes, that investing in building a Social Care skilled workforce is a special vehicle for #gender equality opportunities through labor market access creation for women and girls

COMMEMORATING THE UNITED NATIONS INTERNATIONAL DAY OF CARE AND SUPPORT October 29

I was:honored to speak today at the event hosted by UN Women to mark the: UN International Day of Care and Support. The United Nations General Assembly declared October 29 as the International Day of Care and Support to recognize care as a universal human right and a key pillar of sustainable development. In Nigeria, UN Women and the National Bureau of Statistics (NBS) conducted the National Time Use Pilot Survey—the first of its kind—to provide critical data on how women and men allocate their time to paid and unpaid work.
The event highlighted Nigeria’s progress in strengthening the care economy, including the launch of the NBS Time Use Survey, the development of care policies in Cross River State, and capacity building for women-owned care enterprises. The event convened government representatives, development partners, civil society, and the private sector to explore strategies for advancing inclusive and gender-responsive care systems. It is always a responsibility for me, when i am called on to share the pioneering Geriatric social care Quality Assurance system NSCC built brick by brick during my tenure. It is pleasing to note that this has become a blueprint for child care and most of all - we are on the same page to move forward with a National Policy on Care Economy. Thank you NBS for the first Nigerian Time Use Survey which has provided profound evidence on unpaid care work. Thanks to UN Women for the partnership that made this a success. Congratulations to Cross River State for being the first state in Nigeria, and only the second in Africa to join the Global Care Alliance. The Dave Omokaro Foundation is thrilled to continue its capacity building and technical support for strengthening Care systems at the subnational.

*A GROUNDBREAKING ACHIEVEMENT in Nigeria’s journey toward dignified ageing and skilled caregiving*

The University of Benin Teaching Hospital (UBTH) has announced the Certificate Award Ceremony for the pioneering class of Basic Geriatric Social Caregivers (NSQF Level 1) and Geriatric Social Care Attendants (NSQF Level 2) — marking a major milestone in Nigeria’s journey toward dignified ageing and professionalized caregiving.

I’m truly delighted to share this official invitation from the University of Benin Teaching Hospital (UBTH) for the Certificate Award Ceremony of the pioneering class of Basic Geriatric Social Caregivers (NSQF Level 1) and Geriatric Social Care Attendants (NSQF Level 2) — a vision that began during my tenure as Director-General, National Senior Citizens Centre (NSCC), in collaboration with UBTH and other strategic partners.

This groundbreaking achievement stems from an innovative initiative of the National Senior Citizens Centre (NSCC), conceptualized and developed under the leadership of Dr. Emem Omokaro, the Pioneer Director-General, NSCC.

The initiative was meticulously designed from scratch — beginning with the development of the National Plan of Action and Strategic Roadmap on Ageing, with development of the Geriatric Social Care Quality Assurance System as pillar program; the design of National Occupational Standards( NOS), accreditation, and certification frameworks under the National Skills Qualification Framework (NSQF).

The process also featured stakeholder mapping, quality assurance assessor training, and innovative mobilization of University Teaching Hospitals with geriatrics units, effectively fast-tracking implementation despite bureaucratic bottlenecks.

With expressed gratitude to God, thanks to the United Nations Department of Economic and Social Affairs (UN DESA-DISD) for technical support, the National Board for Technical Education (NBTE)/Skills Nigeria Limited (SNL) for partnership, and the Chief Medical Directors of Teaching Hospitals for their collaboration.

This milestone confirms Nigeria’s readiness to professionalize care for older persons through standardized training and certification, a vision stakeholders worked tirelessly to bring to life.
With this certification, Nigeria takes a decisive step forward in establishing quality, compassion, and professionalism as hallmarks of geriatric care.
