LENI LAUNCHES ANTI-CORRUPTION DRIVE ON FIRST DAY AS NAGA MAYOR

Newly installed Naga City Mayor and former Vice President Leni Robredo made good governance her top priority on her first day in office by signing Executive Order No. 001, which institutes the Zero Tolerance Policy Against Corruption of 2025 in the City Government of Naga.

The executive order was the highlight of Robredo's inaugural address, delivered at the Naga City People's Hall before a packed audience of city hall employees, barangay officials, civil society members, business leaders, and sectoral representatives.

Robredo admitted she had not initially planned to seek the mayoralty but ultimately decided to run "to ensure that the sacrifices made for good governance are protected, sustained, and taken to the next level." Her statement drew cheers from an audience that reportedly erupted into applause 47 times during her speech.

Among her bold commitments were the elimination of confidential funds from the city budget, the rehabilitation of public facilities, the creation of an inclusive local economy, the establishment of an efficient social protection system, and a mass regularization program for casual employees.

At the core of EO No. 001 is a reaffirmation of public accountability as a constitutional mandate. Citing Article XI, Section 1 of the 1987 Constitution, the order asserts that public office is a public trust, and that all public officials must serve with integrity, loyalty, efficiency, and responsibility.

The order also strengthens the role of the Internal Audit Service (IAS), designating it as an independent monitoring, evaluation, and assurance unit within city hall. The IAS is tasked with enforcing the anti-corruption policy, evaluating departmental performance, verifying compliance with ethical standards, and aligning city programs with good governance principles.

The move was widely seen as Robredo's first decisive step in delivering on her vision of a transparent, citizen-focused local government. It also reflects one of the eight "Finish Lines" she laid out in her inaugural speech—making Naga once more a national model for good governance, development, and innovation.

With Executive Order No. 001 in place, Robredo has drawn a firm line against corruption, signaling a renewed chapter in Naga's long-standing legacy of reform.
