It’s official — the Greater Bengaluru Authority (GBA) is here!

With this landmark reform, Bengaluru becomes yet another Indian metro city to move away from a single municipal body to multiple muncipal corporations for better governance of the growing city. Instead of BBMP managing the entire city, Bengaluru will now adopt a 3-tier governance model with 5 corporations, each led by its own Mayor and Councillors.

We would like to congratulate the Honorable CM of Karnataka Sri @siddaramaiah and Honrable DCM of Karnataka Sri @DKShivakumar for this much needed reform.

The seed of this idea was sown by B.PAC in 2015 during CM Siddaramaiah’s earlier government. Since then, expert committees and citizen consultations have carried it forward, shaping today’s reform.

B.PAC’s Proposed Restructuring of BBMP:

Bengaluru Central → Zones East, West & South
Bengaluru North → Zones Yelahanka & Dasarahalli
Bengaluru South → Zone Bommanahalli
Bengaluru East → Zone Mahadevapura
Bengaluru West → Zone RR Nagar

✅ Use existing administrative boundaries for minimal disruption & faster execution
✅ Retain Core Bengaluru (erstwhile BMP) as is
✅ Create 4 new corporations for peripheral areas based on population & growth needs
✅ Keep the Bengaluru prefix across all corporations to leverage the city’s brand value
✅ Encourage healthy competition among corporations for investments & development
✅ A full term Mayor

After carefully observing our proposal, a special committee was constituted to study this matter in greater detail and give recommendations. Later the most recent committee headed by @ArshadRizwan, GBA Joint Legislature Committee Chairman and Shivajinagar MLA carried the idea forward. B.PAC also helped in facilitatimg several citizen consultations to ensure public voices shaped the reform.

What was once an idea championed a decade ago has now taken shape as a landmark reform, setting the course for Bengaluru’s governance future.

Although we may not have achieved everything we hoped for, this is a positive step forward in the pursuit of decentralized governance, which we hope will evolve over time to become more citizen-centric.
