H.E. President @WilliamsRuto has assented to the Forest Conservation & Management (Amendment)Bill, 2025 into law. The new Act marks a major legislative milestone aimed at modernizing forest governance, expanding community-led conservation & anchoring Kenya’s climate goals.
Today, I joined H.E President @WilliamsRuto and other leaders during the assent of the Forest Conservation and Management (Amendment) Act, 2025, a major milestone in strengthening Kenya’s environmental governance and forestry sector reforms.
The amended law provides a modern legal and institutional framework to enhance sustainable forest management, climate resilience, ecosystem restoration and implementation of the national 15 billion tree growing programme.
The Act introduces key reforms aimed at improving sectoral coordination, regulatory oversight, accountability and access to climate financing mechanisms, including REDD+ and Payment for Ecosystem Services. It also strengthens enforcement measures against forest crimes while promoting agroforestry, community participation and sustainable landscape restoration.

Today, I joined residents of Meru County at Gankondi Primary School for the 63rd Madaraka Day celebrations, where we reflected on our nation's progress.
I emphasized that sustained investment in education and skills development remains the foundation of sustainable growth, innovation and national competitiveness. Strengthening human capital is essential to advancing our long term socio-economic transformation and creating opportunities for future generations.
I also distributed avocado seedlings to residents as part of the 15 Billion Trees Campaign, an initiative aimed at advancing agroforestry, enhancing tree cover on farmlands and supporting sustainable livelihoods.

As we commemorate the 63rd Madaraka Day under the theme "Education, Skills and the Future," we celebrate Kenya’s progress and reaffirm our commitment to sustainable development, climate resilience, and inclusive growth.
I joined H.E. President Dr. @WilliamsRuto at Wajir Stadium, Wajir County, in marking this important national day, guided by his vision that places education, innovation, and green skills at the centre of national transformation and a sustainable future.

The Principal Secretary for Environment and Climate Change, and Patron of the Mau Forest Complex Integrated Conservation and Livelihood Improvement Programme (MFC-ICLIP), Dr. Eng. Festus Ng’eno today hosted partners at a Resource Mobilization Dinner held in a Nairobi hotel.
The fundraising dinner was organized in support of the 2nd Edition of MFC-ICLIP, aimed at mobilizing and coordinating financial, technical, and in-kind resources necessary for the effective implementation of conservation and livelihood interventions across the Mau Forest Complex landscape.
The event brought together partners from government institutions, the private sector, and civil society organizations, and was presided over by KCB Group CEO, Mr. Paul Russo.
In his remarks, the Principal Secretary highlighted remarkable progress achieved within just 10 months of implementation, including the restoration of over 1,500 hectares of degraded forest land, the planting of 1.5 million tree seedlings, and the empowerment of more than 4,000 households through the innovative TELIS programme, which integrates conservation with food security and income generation.
He emphasized that the Mau Forest Complex remains Kenya’s most strategic water tower, underpinning national water security, agriculture, biodiversity conservation, climate resilience, and clean energy production.
Dr. Ng’eno further celebrated the growing partnerships between government, development partners, the private sector, communities, and civil society, noting that lasting conservation success can only be achieved through collective action.
Calling on partners to support the programme’s 2nd Edition, the Principal Secretary described the initiative as “a national movement for ecological restoration, climate resilience, and transformation of livelihoods.”

Tonight, I had the honour of hosting partners, stakeholders, development agencies, private sector leaders and community representatives during the MFC-ICLIP Resource Mobilization Dinner in support of the 2nd Edition of the Mau Forest Complex Integrated Conservation and Livelihood Improvement Programme.
In just 10 months, through partnerships and community-driven action, we have restored approximately 1,500 hectares of degraded forest land, planted over 1.5 million seedlings, and empowered more than 4,000 households through the TELIS programme that integrates restoration with livelihoods and food security.
The Mau Forest Complex remains Kenya’s largest water tower and one of our country’s most strategic natural assets. Protecting it is not just an environmental duty; it is an investment in water security, clean energy, biodiversity conservation, climate resilience and sustainable livelihoods for present and future generations.
I thank all our partners for walking this journey with us. Together, we are proving that when communities are empowered and institutions collaborate, landscape restoration becomes achievable, scalable and sustainable.
The Mau cannot wait. Let us continue working together for restoration, resilience and shared prosperity.

Assented to three critical Bills that will strengthen disaster response, protect our forests, and deliver equitable development to all parts of the country.
The National Disaster Risk Management Bill establishes a legal framework for managing disasters more effectively and efficiently. By providing clarity on the handling of disasters in both national and county governments, the new law is central to averting disasters and addressing crises when they occur.
The Act establishes the National Disaster Risk Management Authority and County Disaster Risk Management Committees, which will coordinate response, issue early warnings, and ensure resources reach people on time.
The Forest Conservation and Management (Amendment) Bill, 2025, bolsters our conservation efforts. The primary objective of the new law is to strengthen the legal and institutional framework governing the forestry sector, promoting conservation, sustainable forest management, climate-responsive forestry, and research.
It also strengthens the Kenya Forest Service (KFS) and re-establishes the Kenya Forestry Research Institute (KEFRI) as the lead forestry research institution.
The Equalisation Fund Appropriations Bill, 2025, enhances devolution by fostering equitable development and addressing development discrepancies in marginalised counties. The Act ring-fences Sh16.8 billion allocated to 34 counties to fund water, roads, health facilities, and electricity.
The funds go directly to special-purpose accounts, not the County Revenue Fund, to ensure it is used only for basic services in areas that have lagged behind in development.
Environment and Climate Change Principal Secretary @Eng_F_Ngeno has emphasized the need for executing entities and development partners to leverage the Global Environment Facility (@theGEF) resources to unlock additional financing that can support the implementation of government programmes and policies on environment and climate change.
Speaking during a meeting with World Wide Fund for Nature (@WWF_Kenya) Chief Executive Officer Jackson Kiplagat and @nature_org (TNC) Country Director Dr. Ruth Masha, Dr. Ng’eno noted that strategic partnerships remain critical in mobilizing investments for sustainable environmental management and climate resilience initiatives.
PS Ng’eno observed that GEF funding provides an important opportunity for the country to attract further technical and financial support towards ecosystem restoration, biodiversity conservation, climate adaptation, and sustainable land management programmes.
He underscored the importance of aligning donor-funded initiatives with national priorities to ensure that resources are utilized effectively in delivering impactful and community-driven interventions across the country.
Dr. Ng’eno further called for strengthened collaboration between government institutions, executing agencies, and conservation partners in developing innovative financing mechanisms capable of expanding support for environmental and climate action programmes.
The discussions also explored opportunities for joint interventions aimed at fostering partnerships that not only strengthen environmental governance but also unlock sustainable financing solutions needed to advance the country’s green growth and climate agenda.
