CLARIFICATION

Mr. Vincent Karega, I will no longer allow you to mislead the world.

1. For twelve years, as Governor of North Kivu (2007–2019), we worked alongside the Congolese Government to neutralize the remnants of the #FDLR, who were looting, burning, and terrorizing the people of North Kivu not those of #Rwanda.
2. ⁠We witnessed the entry of the Rwandan army, both officially and unofficially, into Congolese territory with the stated goal of eliminating the remaining FDLR fighters such as during the 2009 "Umoja Wetu" operation, which involved authorized Rwandan special units.
3. ⁠We observed the repatriation of Rwandan combatants to their country by #MONUSCO and #UNHCR, and the threat was nearly eradicated.
4. ⁠In your role as Ambassador to the DRC, you yourself declared in 2022 that “12,000 FDLR fighters had been repatriated and reintegrated into Rwanda since 2001.”
5. ⁠Yet, paradoxically, just when the threat seemed to be diminishing, we were shocked to witness the emergence of a new phenomenon, recognized by the United Nations: the recycling of FDLR fighters. This technique involved Rwanda reintroducing some of the same fighters previously repatriated back into North Kivu. Biometric checks confirmed this practice, with the support of MONUSCO and UNHCR.
6. ⁠The objective of this recycling was to maintain a pretext to justify Rwanda’s continued incursions into the DRC. Without the FDLR narrative, Rwanda loses its political, economic, and international leverage.
7. ⁠The extremism of certain Rwandan factions is well-known. In fact, no people in the Great Lakes region exhibit such intense tribalism as seen in Rwanda. Consider this:
8. ⁠The most heinous genocide on the African continent one that continues to bring shame to Africa was rooted in the manipulation of tribal and ethnic tensions. We condemned it then, and we continue to condemn it in the strongest terms. Stop importing your criminal behaviors into the DRC. Prior to 1994, such violence did not exist in our country. And when you defend the M23 by citing the alleged marginalization of one ethnic group in the DRC, who is being tribalist?
9. Vincent Karega, Congo gave you everything enough for you to speak, read, and write with confidence. You should remain silent in the face of Congolese suffering, or better yet, tell your Rwandan compatriots about the beauty of Congo, the greatness and generosity of a people who welcomed you.
10. ⁠We are committed to helping you evolve to become like other African people who embody love, fraternity, harmony, and peace as part of their identity.
11. ⁠The signing of the Washington Peace Agreement and the DRC’s willingness to neutralize the remnants of FDLR are proof of Congolese ingenuity in the face of your calculated trap. We will neutralize your brothers FDLR whom you have reinserted into the DRC and this will mark the end of this tragic chapter in the Great Lakes region.
12. ⁠Today is July 2nd a date that reminds you, no doubt, of the end of the school year and the good times you experienced in the DRC. On this July 2nd, I also mark the end of my public commentary on this subject, at least until the end of 2025.

Nous ne pouvons pas combattre sans mettre en place un processus politique sérieux visant à taire nos divergences et à créer un cadre propice à la cohésion nationale. La guerre ne se mène pas par défi, non plus autour d'un camp qui veut prouver à l'autre qu'il a tort. Il est temps que le Pouvoir tende la main à ses opposants dans un processus sérieux et structurel de conciliation.

Certes, celui-ci ne doit pas tourner autour de partages des postes. Mais l'idée est d'apaiser les uns et les autres, d'apaiser la nation, même si on arrivera jamais à se mettre tous d'accord: libérer les prisonniers d'opinion, mettre en place un cadre permanent d'échanges et des discussions afin que cessent les attaques politiques médiatiques en ce temps, discuter des politiques publiques et rassembler les meilleures idées... Le Président étant le garant de l'unité nationale, il se doit d'aller outre sa majorité pour constituer une majorité populaire capable de nous aider à écraser et triompher de l'ennemi.

Ne négligez pas les interpellations de ceux qui s'opposent à vous. Il n'y a pas que des ennemis en face. Bâtissons des ponts en ce temps difficile et surtout, ne pas suivre les extrêmes qui ont peur de perdre leurs positions et avantages en cas d'union de toutes les forces.
