Forest are using the transfers of Declan Rice (£105m) and Moisés Caicedo (£115m) as benchmarks when valuing Anderson.
If a fee is agreed, the midfielder could undergo a medical later this week, with Thomas Tuchel understood to have given England players permission to complete transfer business during the World Cup period.
