If more & more kids are falling behind, not growing, under achieving, not "getting it," that's the sign to look at Tier 1.

Don't look at the performance of the learners.
Look at the preparation of the learning.

Ready for a paradigm shift? Contrary to popular belief, most students with learning disabilities have average or above-average intelligence. Often it's not the student who is the barrier to instruction. It's the way we teach, and the curriculum that we build that's the barrier.
