However digital technology is a lot more difficult to contain than our old mainstream information sources. For every lock, there are hackarounds. So not everyone will be locked out.

All those hate speech and censorship laws are about resisting the news freedom brought to us by the internet. A valiant effort doomed to eventual failure. The digital world has only begun. We cannot expect it to just sweep aside thousands of years of empire and elitist domination of populations. It will take time, maybe centuries, this is just a messy and sloppy and dangerous beginning that we are living through.

However if we want appease calls for direct democracy by building a partial direct democracy with lots of room for fuckery, then yes, that will be complicated.

@Arckli_CH What we call direct democracy these days is far from ideal. As long as there is a hierarchy controlling a direct democracy, instead of the direct democracy controlling everything, situations like you describe will happen constantly.
