It is very clear why they wanted the Money in DORA and Not as a conditional Grant, coz if they're REDUCING salaries where Money is already Budgeted.
That is barbaric and illegal.

These are the same counties we have served for 7yrs, instead of being happy for us and even adding more budget for promotions and redesignition, they are STEALING from US.
