STOP POLITICIZING ILOILO'S JALAUR MEGA DAM PROJECT

I posted about the Jalaur River Multipurpose Project (JRMP) because while other places were devastated by Typhoon Tino, we, in Iloilo, got spared from massive flooding despite being along the typhoon’s path.

Perhaps one of the reasons the waters didn't cascade to the lowlands of our province was because of this mega dam.

Pero imbes na matuwa, pinupulitika na naman ng iba. Kesyo kay Noynoy daw nagsimula o kay Duterte daw.

So, upon checking, here’s the accurate timeline of this long-term national project:

TIMELINE PER PRESIDENT

1. Carlos P. Garcia (1957–1961)
➤ Enacted RA 2651 (1960) authorizing the Jalaur Multi-Purpose Project — the project’s official birth.

2. Diosdado Macapagal (1961–1965)
➤ Continued feasibility and planning through the National Irrigation Administration (NIA).

3. Ferdinand E. Marcos Sr. (1965–1986)
➤ Built and completed Phase 1 (JRMP I) — irrigation systems serving about 22,000 hectares in Iloilo.

4. Benigno “Noynoy” Aquino III (2010–2016)
➤ Reactivated the project, approved JRMP II in 2012, secured ₱11.2 B loan from KEXIM, and led the 2015 groundbreaking.

5. Rodrigo Duterte (2016–2022)
➤ Oversaw major construction — high dam, afterbay dam, tunnels, and canals; resolved relocation issues.

6. Ferdinand “Bongbong” Marcos Jr. (2022–present)
➤ Completion and commissioning phase; structural dam substantially completed in Nov 2023; full operation by mid-2025.

It took 64 years to complete this project. It crossed multiple administrations.

It’s not just “Noynoy's project” or “Duterte’s project” or "Marcos project".

It’s a FILIPINO PROJECT that those administrations mentioned above helped move forward.

Today, we see how it protected Iloilo from massive floods.

I think we can all agree that continuity of governance should look like this, with the end goal of serving and saving the people.

188 dead and rising. The worst flash flood in the history of the province. Cebu has 414 flood control projects worth to P26.7 billion from 2022 to 2025 - meant to protect our people, homes and livestock. What happened?!

At hindi lang ito sa Cebu province, buong Pilipinas binabaha dahil ninanakaw lang naman ang flood control.

Extreme weather conditions will only worsen. It is a part of the world we live in today. What breaks my heart is seeing how our people are suffering because of systemic corruption.

Nakaka-awa ang ordinaryong Pilipino. Habang nagdurusa sa hirap at kalamidad, maraming pulitiko naliligo sa nakaw na yaman.
