ancientChina!Elena Kagan is officially a wanted fugitive. Emperor Trump has signed a warrant for her and encourages all citizens to bring her in for 'trial' if they see her. Of course, her circuit is in the middle of the mountains, so she rarely sees anyone.
But even Alito understands that the ego of the Emperor is not something to stomp on - Trump would prefer to execute Elena himself. So he has to capture her alive. Surprisingly, save for one member of his crew that fell dead due to malaria, he is able to find her easily.
