تشرفتُ اليوم بافتتاح ورشة عمل الاتحاد الأوروبي والمؤسسة الوطنية للنفط في ليبيا @NOC_LIBYA اليوم حول صناعة طاقة أنظف، وذلك بحضور رئيس مجلس الإدارة، م. مسعود سليمان، وبرنامج الأمم المتحدة للبيئة @UNEP، وذلك في إطار مبادرة الاتحاد الأوروبي الجديدة للطاقة والصناعة الأنظف.

وبهذا النقاش حول الطاقة المتجددة وخفض الانبعاثات ومنع التسرب النفطي وكفاءة الطاقة، نبدأ جهودنا المشتركة الملموسة للنهوض بالإنتاج الأنظف والتحديث الصناعي وبناء قطاع طاقة أكثر مرونة، بما يعود بالنفع على اقتصاد ليبيا وبيئتها وعلى أمن الطاقة في أوروبا.

Honoured to have opened today’s EU-@NOC_Libya workshop on a cleaner energy industry with Chairman Masoud Suleiman and @UNEP in the framework of the EU's new Action for Cleaner Energy and Industry.

With this discussion on renewable energy, emissions reduction, oil-spill prevention and energy efficiency, we begin our concrete joint effort to advance cleaner production, industrial modernisation and a more resilient energy industry for the benefit of Libya's economy and environment and Europe's energy security.

اختتمت اليوم في بروكسل بنجاح أعمال الجولة التاسعة من الحوار الفني بين #الاتحاد_الأوروبي و#ليبيا حول الهجرة القائمة على الحقوق وإدارة الحدود، بمشاركة ممثلين من المؤسسات الرئيسية في طرابلس وبنغازي، إلى جانب @EUBAMLibya وعملية إيريني @EUNAVFOR_MED IRINI ووكالة فرونتكس @Frontex وشركاء آخرين.

وبناءً على التقدم الكبير الذي تم إحرازه من خلال نحو ثلاث سنوات من العمل البنّاء، ناقشنا كيفية ترجمة الأولويات المشتركة بشكل مشترك إلى تعاون ملموس من أجل:

•تعزيز إدارة وأمن الحدود البرية
•تعزيز قدرات البحث والإنقاذ لإنقاذ الأرواح في البحر وفي الصحراء، بما في ذلك من خلال مركز تنسيق الإنقاذ البحري الجديد في بنغازي
•توسيع نطاق الحوار والتعاون العملياتي لتفكيك شبكات تهريب البشر والاتجار بالبشر العابرة للحدود الوطنية
•دعم العودة الإنسانية الطوعية، بما في ذلك من خلال التعاون الليبي الفعّال مع سفارات بلدان المنشأ
•تعزيز الحماية الإنسانية للمهاجرين واللاجئين

كما استعرضنا تنفيذ برنامج شراكة الجديد الممول من الاتحاد الأوروبي، والذي سيدعم التعاون مع السلطات البحرية والبرية في جميع أنحاء ليبيا.

أثنيت على جهود السلطات الليبية في جميع أنحاء البلاد لتعزيز حوكمة الهجرة بما يتماشى مع مسؤولياتها السيادية، وجددت تأكيد التزام الاتحاد الأوروبي بدعم هذه الجهود، مع تعزيز الامتثال للمعايير الدولية واحترام حقوق الإنسان.

The 9th round of the #EU–#Libya Technical Dialogue on Rights-based Migration and Border Management successfully concluded today in Brussels, bringing together representatives of key institutions from Tripoli and Benghazi, alongside @EUBAMLibya, @EUNAVFOR_MED IRINI, @Frontex, and other partners.

Building on the significant progress achieved through almost three years of constructive engagement, we discussed how to jointly translate shared priorities into concrete cooperation to:

• Strengthen land border management and security
• Enhance search and rescue capacities to save lives at sea and in the desert, including through the new Maritime Rescue Coordination Centre in Benghazi
• Expand dialogue and operational cooperation to disrupt transnational human smuggling and trafficking networks
• Support voluntary humanitarian returns, including through effective Libyan cooperation with embassies of countries of origin
• Advance the humanitarian protection of migrants and refugees

We also reviewed the implementation of the new EU-funded Programme Sharaka, which will advance cooperation with maritime and land border authorities across Libya.

I commended the efforts of Libyan authorities across the country to strengthen migration governance in line with their sovereign responsibilities and reaffirmed the EU’s commitment to supporting these efforts, while promoting compliance with international standards and respect for human rights.

📣 Russia’s war on Ukraine #8

In May 2026, Russia made its slowest advance in three years, while launching 8,351 attacks on Ukrainian cities. At least 274 civilians were killed and 1,763 injured. When Russia cannot advance, it terrorises. Ukrainian civilians pay the price.

Excited to launch with the Director of the Government Communication Center Mohammed Abuhelga under the auspices of the Ministry of Communication and Political Affairs the new Libya Media Development Programme.

Thanks to our strong partnership with the institutions, we will work with @rntc and the local Annir to enhance #Libya’s media ecosystem through capacity building, digital transformation, and long-term organisational support.

On 23 June Operation Commander Rear Admiral (UH) Marco Casapieri welcomed a delegation of the Libyan Ministry of Defence led by BG Khaled Ali ALMASHAI at IRINI HQ in Rome and held constructive discussions on strengthening cooperation especially on training and capacity building.

تشرفنا اليوم باستضافة الاجتماع الخامس لمحادثات دعم قضايا الهجرة التابعة لبعثة الاتحاد الأوروبي، وذلك بحضور ممثلين عن سفارات بلدان منشأ المهاجرين والمنظمة الدولية للهجرة في ليبيا @IOM_Libya في طرابلس.

وركزت هذه النسخة على الآلية الوطنية للعودة الطوعية التي أنشأتها وزارة الداخلية الليبية، والتي سهلت منذ أكتوبر 2025 العودة الآمنة لآلاف المهاجرين إلى بلدانهم الأصلية.

وأكّد المشاركون مجددًا على أهمية القيادة الليبية في تعزيز إدارة الهجرة والحدود القائمة على الحقوق، وأشادوا بفعالية آلية العودة التي تعتمد على التنسيق الوثيق مع سفارات بلدان المنشأ.

واستعرضنا التحديات المتبقية وناقشنا السبل العملية لمعالجتها معاً، بهدفنا المشترك المتمثل في ضمان عودة آمنة وطوعية وكريمة.

ونجدد التزامنا بدعم هذه الجهود من خلال الفحوصات الصحية والمساعدات، بالإضافة إلى الدعم الفني وبناء القدرات، للمساعدة في ضمان تماشي الإجراءات بشكل كامل مع المعايير الدولية وحقوق الإنسان.

We were honoured to host the fifth meeting of the EU Delegation’s Migration Advocacy Talks with representatives of the embassies of migrants’ countries of origin and @IOM_Libya in Tripoli today.

This edition focused on the national mechanism for voluntary returns established by the Libyan Ministry of Interior that since October 2025 has facilitated the safe return of thousands of migrants to their countries of origin.

Participants reaffirmed the importance of Libyan leadership in promoting rights-based migration and border management and commended the effectiveness of the return mechanism, which relies on close coordination with the embassies of countries of origin.

We reviewed remaining challenges and discussed practical ways to address them together with the shared objective of ensuring safe, voluntary, and dignified returns.

We remain committed to supporting these efforts through health screening and assistance as well as technical support and capacity-building to help ensure that procedures are fully aligned with international standards and human rights.

عقدنا اجتماعاً مثمراً صباح اليوم في طرابلس مع معالي وزير المواصلات السيد محمد سالم الشهوبي، ورئيس مصلحة الطيران المدني الليبي الدكتور محمد عبد السلام شليبك، حيث استعرضنا التقدم المحرز حتى الآن، واتفقنا على خطة عمل لتسريع رفع اسم #ليبيا من قائمة السلامة الجوية للاتحاد الأوروبي.

لقد أعجبت بشكل خاص بمركز الرقابة المتكاملة الجديد، والذي يعد نموذجاً يُحتذى به في الرقمنة الفعالة والإدارة الحديثة لقطاع الطيران المدني.
