I'd like your third option, too, but in reality there aren't any constitutional limitations. If there were, they would have appeared by now.
@xwanyex There have been really great logistics-oriented video games with train content where laying down tracks and optimizing routes is awesome, but they have to nerf the shit out of road vehicles because in real life most things make more sense with trucks.
@Technolawgist@JustineBateman Who is the "we" that gets to do the picking? There's either an explicit centralized economy (socialism) or an implicit centralized economy (technofascism), and if you're not part of the big club you don't have a say either way.
