I suspect that the intense competition between the US and China for missile and space supremacy is the ultimate cause of the "UFO"s.
Idea: Break some African area into dozens of similar regions, auction off, to nations & big management consulting firms, the right to govern each region for 20yr, with huge prize to best governed region. Measure that carefully, via detailed looks at quality of life.
