राज्यव्यापी वित्तीय आपातकाल: 70,000 करोड़ का 'गायब' हिसाब

किसी भी राज्य की प्रशासनिक पारदर्शिता का सबसे बड़ा पैमाना उसकी वित्तीय जवाबदेही होती है। लेकिन #बिहार के संदर्भ में, यह पैमाना पूरी तरह ध्वस्त हो चुका है। हाल ही में पेश की गई #CAG की रिपोर्ट ने राज्य की वित्तीय स्थिति पर गंभीर प्रश्नचिह्न खड़े किए हैं, जो सीधे तौर पर नगर निगमों और शहरी विकास विभाग से जुड़े हैं।

उपयोगिता प्रमाण पत्रों (UCs) का संकट: लूट का संस्थागत तरीका

नियंत्रक एवं महालेखापरीक्षक (CAG) की रिपोर्ट के अनुसार, 31 मार्च 2024 तक #बिहार सरकार लगभग 70,877.61 करोड़ रुपये का हिसाब देने में विफल रही है । यह राशि कोई छोटी रकम नहीं है; यह राज्य के कई बड़े विभागों के कुल बजट से भी अधिक है।

सरकारी प्रक्रियाओं में, जब किसी विभाग या निकाय (जैसे नगर निगम) को फंड जारी किया जाता है, तो उसे एक निश्चित अवधि के भीतर 'उपयोगिता प्रमाण पत्र' (Utilization Certificate - UC) जमा करना होता है। यह प्रमाण पत्र इस बात का सबूत होता है कि पैसा उसी मद में खर्च हुआ है जिसके लिए आवंटित किया गया था। बिहार में 49,649 उपयोगिता प्रमाण पत्र लंबित हैं ।

इस भारी भरकम राशि के #UCs का जमा न होना दो ही स्थितियों की ओर इशारा करता है:

1. गबन (Embezzlement): पैसा निकाल लिया गया है, लेकिन काम नहीं हुआ, इसलिए प्रमाण पत्र नहीं दिया जा सकता।

2. दुरुपयोग (Diversion): पैसा जिस काम (जैसे सड़क निर्माण) के लिए आया था, उसे किसी अन्य काम (जैसे वेतन भुगतान या अन्य गैर-अनुमत व्यय) में लगा दिया गया।

CAG ने अपनी रिपोर्ट में स्पष्ट चेतावनी दी है कि UCs की यह पेंडेंसी गबन, हेराफेरी और धन के दुरुपयोग के उच्च जोखिम से भरी है। शहरी विकास और आवास विभाग, जो नगर निगमों को फंड जारी करता है, इस मामले में सबसे बड़े डिफॉल्टरों में से एक है। हर घर नल का जल और पक्की नली-गली जैसी योजनाओं में अरबों रुपये खर्च दिखाए गए हैं, लेकिन उनका ऑडिट ट्रेल नदारद है। यह हिसाब न देने की संस्कृति (Culture of unaccountability) बिहार के प्रशासन में गहरे तक पैठ बना चुकी है।

निगरानी (Vigilance) का शिकंजा: 2025 की 'रिकॉर्ड' कार्रवाई

भ्रष्टाचार किस हद तक संस्थागत हो चुका है, इसका अंदाजा 2025 में बिहार की जांच एजेंसियों द्वारा की गई कार्रवाई से लगाया जा सकता है। विशेष निगरानी इकाई (#SVU) और आर्थिक अपराध इकाई (#EOU) ने जो छापे मारे हैं, उनसे बरामद संपत्ति ने आम आदमी को चौंका दिया है।

वर्ष 2025 में SVU ने भ्रष्टाचार के खिलाफ एक नया रिकॉर्ड बनाते हुए 27 FIR दर्ज कीं और 95 लोक सेवकों को गिरफ्तार किया । यह आंकड़ा 2024 की तुलना में कई गुना अधिक है, जब केवल 7 मामले दर्ज हुए थे। इससे स्पष्ट होता है कि भ्रष्टाचार बढ़ा है और अब एजेंसियां भी अधिक सक्रियता दिखा रही हैं।

विनोद कुमार राय के मामले ने तो भ्रष्टाचार की सारी हदें पार कर दीं। जब #EOU की टीम उनके पटना आवास पर पहुंची, तो उन्होंने दरवाजा खोलने में जानबूझकर देरी की। इस दौरान उन्होंने लाखों रुपये नकद को आग के हवाले कर दिए और राख को टॉयलेट में फ्लश करने की कोशिश की। स्थिति यह बनी कि #पटना नगर निगम की टीम को बुलाना पड़ा, जिसने नालियों को साफ किया तो वहां से कीचड़ की जगह अधजले नोट और राख निकली । यह घटना प्रतीक है कि बिहार में भ्रष्ट अधिकारी सबूत मिटाने के लिए किस हद तक जा सकते हैं।

एक शोधकर्ता और #बिहार के नागरिक के रूप में, जब हम राज्य के नगर निगमों की कार्यप्रणाली का विश्लेषण करते हैं, तो एक भयावह तस्वीर उभर कर सामने आती है। यह तस्वीर केवल टूटी सड़कों या बजबजाती नालियों की नहीं है, बल्कि उस व्यवस्थित लूट की है जिसने जनता के विश्वास और राज्य के संसाधनों को खोखला कर दिया है।

आज बिहार के बड़े शहर चाहे वह राजधानी #पटना हो, धार्मिक नगरी #गया हो, सिल्क सिटी #भागलपुर हो, उत्तर बिहार की राजधानी #मुजफ्फरपुर हो या सांस्कृतिक केंद्र #दरभंगा, सभी एक समान प्रशासनिक पंगुता के शिकार हैं। स्मार्ट सिटी मिशन और नमामि गंगे जैसी महत्वाकांक्षी योजनाएं, जिनका उद्देश्य शहरी जीवन की गुणवत्ता को सुधारना था, भ्रष्टाचार के नए अवसर बनकर रह गई हैं।

कागजों पर हजारों करोड़ रुपये खर्च हो रहे हैं, लेकिन धरातल पर न तो कचरा प्रबंधन सुधरा है, न ही जलजमाव की समस्या का कोई स्थाई समाधान निकला है। इस पोस्ट का उद्देश्य केवल समस्याओं को गिनाना नहीं है, बल्कि उस सिस्टम को बेनकाब करना है जो इस अराजकता के लिए जिम्मेदार है।

हम भारत के नियंत्रक एवं महालेखापरीक्षक (#CAG) की नवीनतम रिपोर्टों, विशेष निगरानी इकाई (#SVU) की छापेमारी के आंकड़ों और स्थानीय स्तर पर प्राप्त दस्तावेजों के आधार पर यह समझने का प्रयास करेंगे कि आखिर जनता का पैसा जाता कहाँ है? कैसे 'नली-गली' योजना के नाम पर कमीशन का खेल चलता है? और कैसे जन-प्रतिनिधि और नौकरशाह मिलकर जवाबदेही से बच निकलते हैं।

पटना नगर निगम (#PMC) की फाइलों को जब मैंने खंगालना शुरू किया, तो विकास के दावों के पीछे छिपी लूट की एक ऐसी तस्वीर सामने आई जो किसी भी जागरूक नागरिक का खून खौला देगी। स्मार्ट सिटी के नाम पर जनता की गाढ़ी कमाई को कैसे ठिकाने लगाया जा रहा है, इसकी शुरुआत हम अगले पोस्ट में पटना से करेंगे।

Before calling India 'filthy,' perhaps you need a history lesson on the 'clean' hands of the West and your own geopolitical choices.

1. The Betrayal of 1971 & Sanctions:

You conveniently forget 1971, when the West not only ignored the genocide in East Pakistan but the US sent the 7th Fleet to intimidate India while we were liberating Bangladesh. When we secured our borders and conducted nuclear tests for our safety in 1998, the immediate response from the West was not support, but crippling sanctions. We were punished for doing what was necessary for our survival.

2. The Kargil Betrayal (GPS Denial):

Let’s talk about 'allies.' During the Kargil War in 1999, when Indian soldiers were fighting Pakistani intruders at high altitudes, the West (specifically the US) denied India access to critical GPS data. We were left to fight blind because 'strategic partners' chose not to help. We learned then that we can only rely on ourselves, leading us to build our own NavIC system.

3. Ukraine Arming Pakistan:

You criticise India’s stance today, but where was this morality in the late 90s? While India was facing cross-border terrorism and war, Ukraine was signing deals to supply T-80UD tanks to Pakistan. Those weapons were sold to a nation actively hostile to India. It is rich to demand loyalty now from a country whose security concerns you have historically ignored or actively profited from.

4. Karma:

Strategic autonomy isn't about being 'filthy'; it's about survival in a world that has repeatedly failed us. As for your insults, remember the concept of Karma.

If you haven't, read the Shrimad Bhagavad Gita: 'You have a right to perform your prescribed duty, but you are not entitled to the fruits of action.' Our duty is to our people and our safety, not to your approval.

उम्मीद है कि जब वे पटना लौटेंगे, तो 'जातिगत जनगणना' और समाज को बांटने वाली पुरानी राजनीति को छोड़कर, यूरोप जैसे वर्ल्ड क्लास इंफ्रास्ट्रक्चर और एडमिनिस्ट्रेशन को बिहार में लागू करने की मांग करेंगे।

बिहार को अब एक ऐसे विजनरी LOP की जरूरत है जो समस्याओं को जाति के चश्मे से न देखे, बल्कि विकास के नजरिए से समाधान लाए।
