Those figures you’re referencing (in this your tweet and the next one) ARE NOT fees for consultants. It’s a @WorldBank Performance For Results program (P4R), where beneficiaries access monies based on meeting certain milestones.
It’s a very common way of doing reform programs, esp by the World Bank.

So those figures you saw are not payments for consultants, but instead what the State gets in funding if it meets that particular milestone. Similar programs exist in healthcare and other areas. This one is for Governance & Business Environment reforms.
