The 2026 edition of the France–Canada Young Leaders Program on defence, security and international affairs (FDS / Association @FranceCanada_ ) once again highlighted the importance of strong Canadian engagement in the development of transatlantic dialogue and strategic cooperation.

Bringing together participants, experts, military representatives, diplomats and researchers from both sides of the Atlantic, the program addressed a wide range of contemporary issues including Arctic security, NATO adaptation, climate and security, defence industrial cooperation, digital sovereignty, foreign interference and strategic resilience.

As part of the 2026 France–Canada Young Leaders Program on defence, security and international affairs (FDS / Association @FranceCanada_ ), participants had the opportunity to meet with representatives of the Canadian Rangers and the NATO Climate Change and Security Centre of Excellence (@NATO_CCASCOE) to discuss the impacts of climate change on Northern security, operational planning and the resilience of strategic infrastructure in Arctic environments.

Many thanks to Lieutenant-Colonel Karl Perrault (Canadian Rangers), Colonel François Tinjod and Lieutenant-Colonel Kim Vetting (CCASCOE) for this insightful discussion on Arctic security, climate resilience and the evolving strategic challenges facing Northern and transatlantic defence.

Le séjour canadien de l’édition 2026 du programme « Personnalités d’avenir France–Canada » (FDS / Association @FranceCanada_ ) a également compris cette année des échanges sur le site militaire de Valcartier avec plusieurs discussions et rencontres auprès d’unités des Forces armées canadiennes .

Un grand merci notamment au major Henrico Laprise (2e Groupe de patrouilles des Rangers canadiens) ainsi qu’au capitaine Samuel L’Italien-Tessier (Groupe-compagnie d’intervention dans l’Arctique) et aux autres membres des FAC pour leur accueil et la richesse des échanges sur les réalités opérationnelles propres aux espaces nordiques et aux enjeux de souveraineté dans l’Arctique.

Dans le cadre du programme « Personnalités d’avenir France–Canada » 2026 sur les enjeux de défense, de sécurité et de diplomatie (FDS / @FranceCanada_ ), les participantes et participants ont eu également l'opportunité au début du mois lors du séjour canadien d’échanger avec des membres du Ministère des Relations internationales et de la Francophonie du Québec (@MRIF_Quebec) autour des enjeux économiques et industriels, après de premiers échanges menés à Paris avec la Délégation générale du Québec en amrs dernier.

Un grand merci à Elisa Valentin, sous-ministre adjointe (Europe, Afrique et Moyen-Orient) pour cet échange particulièrement riche sur les relations internationales du Québec, les coopérations avec l’Europe et les dynamiques économiques et stratégiques actuelles.

In early May, as part of the Personnalités d’Avenir France–Canada (PAFC) program on defence and diplomacy issues, participants took part in a discussion dedicated to the growing importance of industrial and technological issues within transatlantic relations.

The exchange featured:
🔹 General (Ret.) Simon Bernard, OMM, CD, former member of the Canadian Armed Forces (Xpertise Défense Inc.)
🔹 Daniel Etzel, Director of the Representation of Bavaria in Quebec

Discussions focused on the evolution of transatlantic industrial partnerships, strategic supply chains, defence industrial cooperation, and the increasing role played by technological and industrial sovereignty in the current security environment. Particular attention was also given to the place of European actors and Canadian partners in the ongoing transformation of the transatlantic security architecture.

This session formed part of a broader Canada study visit bringing together diplomats, military officials, researchers and strategic stakeholders across Ottawa, Montreal and Quebec City within the framework of the PAFC program co-organized by the Forum de Défense et de Stratégie (FDS) and the Association @FranceCanada_ .

New issue of Revue diplomatique : “The Canada–Europe Pillar: Towards an Evolution of the Transatlantic Architecture”

The (FDS) is pleased to have contributed, alongside the Association France-Canada and the IEGA - Institut d'études de géopolitique appliquée, to the development of this new issue of Revue diplomatique (IEGA - Institut d'études de géopolitique appliquée) dedicated to the evolving Canada–Europe relationship and the ongoing transformation of the transatlantic security architecture.

This issue was co-edited by @LaurentBorzillo , @Benjamin_Boutin, Yohan Briant, @TeodoraMOROSAN2 and @AlexandreNegrus, and brings together contributions from a diverse group of researchers and experts from academic, institutional and strategic backgrounds.

During the Canadian segment of the 2026 France–Canada Young Leaders Program on defence and international affairs (FDS / @FranceCanada_), held in early May, participants exchanged with experts and researchers from the North American and Arctic Defence and Security Network (@NAADSN_RDSNAA ) on Arctic security, defence cooperation and the strategic transformations affecting the North, including discussions on Russian perceptions of Arctic issues and the evolving role of NORAD.

À l’occasion du programme Personnalités d’avenir France–Canada 2026 (FDS /@FranceCanada_) consacré aux enjeux de défense, de sécurité et de relations internationales, les participantes et participants de cette cohorte tripartite France–Canada–Allemagne ont pu prendre part, le 8 mai dernier à Québec, à un temps commémoratif devant la statue du général de Gaulle à Québec.

Cette rencontre, organisée dans le cadre des commémorations du 8 mai, a permis de rappeler l’importance de la mémoire historique dans la construction des relations transatlantiques contemporaines et dans la réflexion sur les enjeux de sécurité et de coopération internationale.

Nos sincères remerciements à Denis Racine, ainsi qu’à Roger Barrette pour leur accueil et la richesse de leurs interventions et échanges avec les membres de la délégation.

Le FDS est ravi d’avoir pu organiser lundi dernier le colloque sur l'évolution des équilibres militaires au sein de l'alliance à l’ENAP à Gatineau autour des transformations des équilibres militaires au sein de l’Alliance atlantique (en partenariat avec Centre de recherche sur la gouvernance (CERGO), l'Observatoire de la politique et la sécurité de l’Arctique (OPSA), @NATOCanada, @FranceCanada_; @Benjamin_Boutin)

Les discussions ont permis d’aborder plusieurs enjeux majeurs pour l’avenir de la sécurité euro-atlantique : articulation entre dissuasion nucléaire et forces conventionnelles, évolution de l’engagement américain au sein de l’OTAN, évolution des équilibres militaires au sein de l'alliance, sécurité de l’Arctique, souveraineté numérique et protection des infrastructures critiques.

📢 Networking Evening at Thomson House – PAFC 2026

During this week’s edition of the France–Canada Young Leaders Program, organized by Association France-Canada (Montréal) and the Forum de Défense et de Stratégie (FDS), participants had the opportunity to gather at Thomson House (McGill University) for a networking evening organized in partnership with Women in International Security Canada at McGill and Women in International Security Canada.
The evening featured valuable exchanges with:

• Marie Gervais-Vidricaire, former Canadian Ambassador to Germany;

📢 Networking Evening at Thomson House – PAFC 2026

During this week’s edition of the France–Canada Young Leaders Program, organized by Association France-Canada (Montréal) and the Forum de Défense et de Stratégie (FDS), participants had the opportunity to gather at Thomson House (McGill University) for a networking evening organized in partnership with Women in International Security Canada at McGill and Women in International Security Canada.
The evening featured valuable exchanges with:
• Christian Wagner, Consul General of Germany in Quebec;
• Marie Gervais-Vidricaire, former Canadian Ambassador to Germany;

📢 A look back at the discussions held on Tuesday, May 5, 2026, as part of the France–Canada Young Leaders Program 🇨🇦
Organized by Association France-Canada (Montréal) and the Forum de Défense et de Stratégie (FDS).
Participants had the opportunity to exchange views on Canada–Europe relations and the evolving transatlantic strategic environment with:
Aurelie Bonal, Deputy Head of the Delegation of the European Union to Canada, previously Deputy Chief of Mission at the Embassy of France to the United States; and Isabelle Poupart, Director General for European Affairs at Global Affairs Canada, after serving in several positions related to the OSCE, NATO, and the United Nations, as well as ambassadorial postings in Central Europe and the Balkans.
The discussions addressed the transformation of the transatlantic relationship, European security challenges, and prospects for enhanced cooperation between Canada and Europe in a rapidly evolving international environment.

📢 PAFC 2026 | The Canada Session is about to begin! In just a few hours, the second part of the France-Canada Young Leaders Program (PAFC) will officially begin in Canada (@FranceCanada_ and @FDS_Forum) .

This year’s edition is particularly significant as it brings together a trilateral cohort of French, Canadian, and German participants, marking the 75th anniversary of diplomatic relations between Canada and the Federal Republic of Germany 🇩🇪🇫🇷🇨🇦.

Over the coming days, participants will travel through: Ottawa, Montreal and Quebec City. The program will feature high-level discussions on : defence and international security, transatlantic relations, Arctic affairs, digital sovereignty and innovation and diplomacy and international cooperation.
