Till then, things were normal and govt as well as public observed restraint. Simultaneously, PM @CMShehbaz convened a meeting of Pak's cabinet which was attended by PM AJK and his cabinet in Islamabad. PM announced a relief package of PKR 2300 crores for AJK.

جوائنٹ عوامی ایکشن کمیٹی آزاد کشمیر کے چارٹر آف ڈیمانڈ کو غور سے دیکھیے اور پڑھیے۔ یہ اتنا مضحکہ خیز ہے کہ خود انہیں بھی پڑھ کر ہنسی آ جائے۔ آج پوائنٹ بائے پوائنٹ ایک ایک نکتے کو دیکھتے ہیں اور سمجھنے کی کوشش کرتے ہیں۔

1- پوائنٹ نمبر ایک میں مطالبہ ہے کہ اقوام متحدہ کی کسی گمنام اور اندیکھی قرار داد نے پاکستان کو پابند کیا کہ 48 اشیا پر سبسڈی دے۔ اب کافی وقت سے اقوام متحدہ کی اس قرارداد کا حوالہ مانگ رہا ہوں مگر آج تک کسی ایک شخص نے مجھے اس قرارداد کی شکل نہیں دکھائی۔ حقیقت میں یہ ایک مفروضہ ہے اور جھوٹ پر مبنی مطالبہ ہے۔ گو کہ حکومت کو رلیف دینی چاہیے اور وفاقی حکومت اور آزاد حکومت اپنی استطاعت سے بڑھ کر آزادکشمیر کو سبسڈی اور رلیف دے رہے ہیں۔ آٹے پر آزادکشمیر حکومت سالانہ 14 ارب کی سبسڈی دے رہی ہے۔ حکومت کو چاہیے کہ سمگلنک اور ذخیرہ اندوزی کو کنٹرول کر کے سبسڈی والا آٹا مارکیٹ تک پہنچانے کی ذمہ داری لے لے۔ اسی طرح حکومت پاکستان آزادکشمیر کو سستی بجلی دینے کے لیے ڈسٹریبیوشن کمپنیوں کو سالانہ 55 ارب اپنے بجٹ سے دیتی ہے۔ لحاظہ سبسڈی تو پہلے سے ہی مل رہی ہے۔ لیکن وہ اقوام متحدہ کی قرارداد کا حوالہ ضرور دیکھنا چاہوں گا۔

2- بتایا جاتا ہے کہ منگلہ ڈیم بنتے وقت حکومت پاکستان یا آزادکشمیر نے تحریر طور پر معائدہ کیا تھا کہ اس خطے کو مفت بجلی ملے گی۔ ایک بار پھر گزارش ہے کہ وہ معائدہ مجھے دکھا دیں یا عوام کو دکھا دیں۔ چند دوستوں نے بغیر پڑھے کچھ وقت پہلے ایک معائدہ شئیر کیا۔ جب غور سے دیکھا تو اس میں ایسا کچھ نہیں لکھا تھا۔ لحاظہ اس مطالبے کی بنیاد جھوٹ پر ہے۔ اس چارٹر آف ڈیمانڈ کے کچھ وقت بعد عوامی ایکشن کمیٹی نے مطالبہ بدل دیا۔ شاید انہیں سمجھ آگئی کہ مطالبہ مضحکہ خیز ہے ۔ لحاظہ اب پروڈکشن کاسٹ پر بجلی مہیا کرنے کا مطالبہ آیا۔ سمجھیے جس کاسٹ پر منگلہ ڈیم میں بجلی بن رہی ہے اسی قیمت پر صارفین کو مہیا کی جائے۔ مطالبہ بظاہر تو سمجھ آتا ہے۔ لیکن بجلی کو منگلہ سے راولاکوٹ تک پہنچانے میں ایک ٹرانسمیشن کاسٹ لگتی ہے۔ تاریں بپچیں ہیں، کھمبے بچھیں ہیں، ٹرانسفارمرز ہے، گرڈز چل رہے ہیں، ان سب چیزوں کی مینٹیننس اور مرمت ہے، برقیات کا عملہ ہے جو تقریباً 15,000 ملازمین پر مشتمل ہے اور ان سب کی تنخواہیں ہیں۔ تو اگر پروڈکشن کاسٹ پر آپکو بجلی دی جائے تو 20 سے 25 ارب روپے جو برقیات کے محکمے کو ضرورت ہے وہ کہاں سے آئیں گے۔ چلیں منگلہ کے واٹر یوزایج چارجز بھی مل رہے ہیں نیلم جہلم کے بھی ملیں گے پھر بھی یہ ناکافی ہی رہیں گے۔ لحاظہ بلات سے یہ چارجز نکالنے کا مطالبہ بے وقوفی ہے۔ ہاں جی ایس ٹی اور دیگر ٹیکسز ختم کرنے تک کا مطالبہ سمجھ بھی آتا ہے اور جائز بھی ہے مگر دیگر مطالبات غیر حقیقی اور بے معنی ہیں۔ پھر پروڈکشن کاسٹ ہر پراجیکٹ کی مختلف ہے، نیلم جہلم اور کہالہ 9 سے 11 روپے فی یونٹ پر بجلی بنا رہے ہیں لحاظہ کہیں ایسا نا ہو کہ یہ مطالبہ عوام کو مہنگا پڑ جائے اور 2.59 پیسے فی یونٹ کی جگہ ہمیں مزید مہنگی بجلی ملنی شروع ہو جائے۔

3- حکمران طبقے کی مراعات میں کمی کا مطالبہ جائز ہے۔ اس پر کوئی مسلہ نہیں۔

4- آزادکشمیر بینک کو شڈیول بینک بنانے کا ایک پراسیس ہے اور minimum capital requirement کی مد میں 10 ارب روپے آزادکشمیر بینک کو سٹیٹ بینک کے پاس رکھوانے ہوں گے اور اسکی مزید کئی شرائط ہیں جو ہر بینک کو شڈیول بینک کا درجہ حاصل کرنے کے لیے پوری کرنی پڑتی ہیں۔ آزادکشمیر بینک ابھی وہ تمام شرایط پوری کرنے سے میلوں دور ہے اور پھر آزادکشمیر حکومت کے لیے 10 ارب روپے مہیا کرنا ناممکن حد تک مشکل ہے۔ یاد رکھیے یہ پیسے ڈیپازٹس سے نہیں بلکہ کیپیٹل یا ایکوئٹی سے پورے کیے جانے چاہییں۔ ڈیپازٹس چاہے 50 ارب بھی ہوں انکے ذریعے شیڈیول بینک کا درجہ نہیں حاصل کیا جا سکتا۔ لحاظہ یہ مطالبہ پورا کرنا حکومت آزادکشمیر یا آزادکشمیر بینک کی استطاعت سے باہر ہے۔ کوئی مالدار قوم پرست اگر 10 ارب روپے بینک کے کیپیٹل میں ڈال کر بینک کے شئیرز خرید لے تو تب یہ کام ممکن نظر آتا ہے۔

5- ٹیلیکام اور موبائل سروس بہتر ہونی چاہیے۔ یہ مطالبہ درست اور جائز ہے۔

6- سب سے دلچسپ اور مضحکہ خیز مطالبہ ہے کہ آزادکشمیر میں نا انکم ٹیکس لگایا جائے، نا پراپرٹی ٹیکس اور نا جی ایس ٹی۔ یہاں یہ سمجھنے کی ضرورت ہے کہ آزاد حکومت ایک نظام چلا رہی ہے جس میں 130,000 سرکاری ملازمین ہیں جنھیں تنخواہیں دی جاتی ہے۔ غیر ترقیاتی بجٹ کا 30 فیصد صرف محمکہ تعلیم کے ملازمین کی تنخواہوں میں جاتا ہے جبکہ 10,10 فیصد برقیات اور صحت کے ملازمین کی تنخواہوں میں جاتا ہے۔ کل بجٹ 232 ارب روپے کا اس سال پیش ہوا۔ جب ٹیکس نہیں لی گی حکومت تو حکومت کی آمدنی کا ذریعہ کیا ہو گا؟ یہ 232 ارب کہاں سے آئے گا؟
