Most of the countries where women can walk safely home at night don’t have surveillance cameras to the extent that China has, you just can’t justify the number with safety reasons. And the fact is it just doesn’t protect the citizens if your propety lost or have missing children, those surveillance are just for government use only whenever they want, however they want.
