It does not impose sanctions, but it can pressure the Council and Commission to do so.
It can impact market access.

Pro democracy and human rights campaigners and Ugandans in the UK concluded a people demonstration at the official residence of the UK Prime Minister at 10 Downing Street @10DowningStreet, London this evening.
The campaigners called on Prime Minister Keir Starmer @Keir_Starmer to demonstrate global leadership and speak up on Uganda's sham election which was described by the African Union observer mission, led by former Nigerian president Goodluck Jonathan @GEJonathan, and by COMESA–IGAD Election Observation Mission’s as lacking in fairness and credibility, and was marked with shut down of the internet, suspension of human-rights groups and illegal deployments of troops during the election, attacks, abductions, violence against the opposition and civil society groups, and the killing of 22 opposition supporters by the Ugandan military @MODVA_UPDF.
The campaigners called on @YvetteCooperMP, Secretary of State for Foreign, Commonwealth and Development Affairs @@FCDOGovUK and Shabana Mahmood @ShabanaMahmood, Secretary of State for the Home Department, @ukhomeoffice, and John Healey @JohnHealey_MP, Secretary of State for Defence, to impose targeted sanctions on @GovUganda officials responsible for brutal campaign of repression and human rights violations including barring entry to the UK and suspension of security assistance, and military training with the Ugandan military.
