He finished his 5 year term without increasing import duty or GST. He only introduced Green Tax cause it was missing in our tax system. Then also introduced ADF & SDF fund cause it was necessary.
He increased gov revenue by boosting economic growth. When economy grows, number of businesses who pay tax increases (tax rate is still the same). So they pay some tax so overall government revenue increases and businesses enjoy the remaining revenue/profit. When economy is growing fast and expanding, it also means more employment is created so people rely less on government and its social security. More people can even afford private stuff like insurance. More holidays etc.
Whereas when tax is high, it discourages people to start new businesses & discourages existing businesses. Cause they have to pay more to government. Ultimately what happens is, the number of taxpayers fall, but government revenue increases a little (due to tax percentage numbers being high even though number of taxpayers is less). Net result is, employment goes down (cause employment creation is low) and when that happens, it means more burden on the government.
