రైతు భరోసా నిధులు రైతుల ఖాతాల్లో జమ అయ్యాయంటూ ప్రచారంలో ఉన్న మెసేజ్ లు పూర్తిగా అవాస్తవమని వ్యవసాయ శాఖ స్పష్టం చేసింది.

- నవంబర్ 4 ఉదయం కొన్ని జిల్లాల్లోని రైతులకు ఈ తరహా సందేశాలు వచ్చినట్లు వ్యవసాయ శాఖ దృష్టికి వచ్చింది. అయితే, ఈ సందేశాలు నిజమైనవి కావని తే��్చింది.

- ఈ విషయంపై సెంటర్ ఫర్ డెవలప్‌మెంట్ ఆఫ్ అడ్వాన్స్‌డ్ కంప్యూటింగ్ (C-DAC), నేషనల్ ఇన్ఫర్మాటిక్స్ సెంటర్ (NIC) సంస్థలతో సంప్రదింపులు జరిపిన అనంతరం ఈ సందేశాలు మోసపూరితమైనవని వ్యవసాయ శాఖ నిర్ధారించింది.

- ఈ సందేశాలను ఎవరు పంపిస్తున్నారు, వాటి వెనుక ఎవరున్నారు అనే విషయాలను గుర్తించేందుకు సైబర్ క్రైమ్ పోలీసులకు ఫిర్యాదు ఇవ్వటం జరిగింది. దీనిపై తగిన విచారణ చేపట్టాలని కోరింది.

Public Advisory

Messages circulating among farmers claiming that Rythu Bharosa funds have been credited to their accounts are completely false and baseless.

➤ The Agriculture Department clarified that some farmers in a few districts received such messages on the morning of November 4. The messages are not genuine.

➤ Following consultations with the Centre for Development of Advanced Computing (C-DAC) and the National Informatics Centre (NIC), the department confirmed that the messages were false.

➤ The department has informed the Cyber Crime Police to investigate the circulation of these messages and identify those responsible.

➤ Farmers are advised not to click on suspicious links or share personal or banking details in response to such messages.

Reports regarding TOMCOM’s overseas recruitment programmes and placement process are MISLEADING.

TOMCOM has clarified that its recruitment programmes follow Ministry of External Affairs (MEA) norms, with candidates informed in advance about programme requirements, payment schedules and selection conditions..

1. Recruitment process and payment terms

➤ TOMCOM follows Ministry of External Affairs (MEA) norms. Service charges vary across countries and recruitment programmes. Candidates are informed of the requirements, payment schedules and selection conditions in advance and sign agreements accepting the terms.

2. Germany programme: Fee structure

➤ The allegation that candidates were charged ₹2.60 lakh to ₹4.10 lakh is incorrect. The total cost of the Fairsteet Ausbildung programme was ₹4,10,400, payable in four instalments. The final instalment of ₹1,53,400, including TOMCOM service charges, was not collected from any candidate.

3. German language examination fees

➤ The allegation that an additional ₹20,000 was collected for examination slot bookings is false. Candidates pay examination fees directly to the language testing centres.

4. Candidate placements and migration

➤ A total of 109 candidates have migrated to Germany through TOMCOM, including 12 under the Ausbildung programme. Four more have received job offers and are undergoing pre-departure orientation.

➤ Other candidates cleared language proficiency tests but did not qualify in skill assessments or job interviews.

5. Further training and employment opportunities

➤ TOMCOM is providing refresher training and facilitating further interview opportunities for candidates who have not secured placements. Language, soft-skills and skill-development classes are also continuing.

6. Clarification on the butchery placement

➤ Responding to the allegation concerning an engineering graduate being offered a butchery placement, TOMCOM stated that the candidate had himself expressed interest in the placement in a letter dated February 7, 2026.

7. Continued support to candidates

➤ TOMCOM stated that its officials remain in regular contact with candidates and reiterated its commitment to facilitating employment in accordance with the agreements signed with them.

Facts:

➤ The video being circulated features Chief Minister A Revanth Reddy speaking at the 892nd Basava Jayanti celebrations held at Ravindra Bharathi, is from April 2025.

➤ The audio attached to the original video has been manipulated and replaced with AI-generated deepfake audio, making it appear as though the Chief Minister is announcing the implementation of the two schemes.

➤ AI-based audio detection tools used to examine the circulated audio have indicated that the audio is a deepfake.

➤ Any announcement regarding the implementation or expansion of government welfare schemes should be verified through official government communications.

➤ Citizens are advised not to rely on manipulated videos, AI-generated audio or social media posts for information about government schemes.

Reports suggesting that Telangana is planning to source coal from foreign countries are misleading.

➤ TSGENCO CMD S. Harish had already clarified to the newspaper that there is no proposal to source coal from foreign countries and that there has not even been any discussion on the matter.

➤ He further clarified that future coal requirements, including G9, G11 and G12 grades, will be sourced from domestic suppliers, including Singareni Collieries and Coal India.

➤ TSGENCO requires around 80,000 tonnes of coal per day. While Singareni Collieries can meet the requirement, TSGENCO is also establishing an alternative linkage with Coal India to avoid dependence on a single source in the event of supply disruptions.

➤ Driving licences will not be cancelled or become invalid merely because a mobile number has not been linked.

➤ Joint Commissioner, Telangana Transport Department, K Venkataramana clarified that mobile number linking is not a condition for the validity of a driving licence.

➤ Motorists are advised to link their mobile numbers as it can make it easier to access driving licence-related services online.

➤ The mobile number can be updated from home through the Sarathi Parivahan portal by completing the required Aadhaar and OTP verification process.

➤ If licence details do not appear on the portal, motorists need not panic. This may be because some licence records have not yet been completely imported into the Vahan-Sarathi system.

➤ Those unable to find their licence details online can approach the concerned Transport Department office, where officials can update the records and facilitate mobile number linking.

➤ హైదరాబాద్ నుంచి హనుమకొండ మధ్య సాధారణ ఛార్జీ ₹410 కాగా, రెండో శనివారం, ఆదివారం, వినాయక చవితి పండుగ సమయంలో అదనపు రద్దీ దృష్యా ఏర్పాటు చేసిన ప్రత్యేక సర్వీసులు ₹570 ఛార్జీ వర్తిస్తుంది.

ఇది కొత్తగా చేర్చిన నిబంధన కాదు:

➤ 2003లో ఉమ్మడి ఆంధ్ర ప్రదేశ్ లో రవాణా శాఖ జారీ చేసిన జీవో ఎంఎస్ నెం. 16 ప్రకారం, పండుగ సమయాల్లో నడిపే ప్రత్యే��� బస్సులకు సాధారణ ఛార్జీపై 50% వరకు అదనంగా వసూలు చేయడానికి ఆర్టీసీలకు అనుమతి ఉంది.

➤ The normal fare between Hyderabad and Hanamkonda is ₹410, while the ₹570 fare applies to special services arranged to manage the additional rush during the second Saturday, Sunday and Vinayaka Chaturthi festival.

➤ Under G.O. Ms. No. 16 of the Transport Department, issued in 2003, RTCs are permitted to charge up to 50% above the normal fare for special buses operated during festival periods. This provision applies to special services that may have to return without passengers, resulting in additional diesel and maintenance costs.

➤ Accordingly, the ₹570 fare is within the permitted limit and is not a recent general fare hike. Passengers are informed of the applicable fare through TGSRTC's online reservation system and purchase tickets voluntarily.

➤ On September 11, TGSRTC operated 150 additional buses to Warangal to meet the increased passenger demand during the festival period.

Certain news reports and social media posts regarding payments made by GHMC to contractors through the TReDS platform contain several factually incorrect figures and inferences.

Official position

➤ The preliminary Vigilance enquiry found discrepancies in 78 ERP invoices amounting to ₹6.92 crore, and not ₹70 crore or ₹100 crore involving more than 200 contractors.

➤ The irregularities were detected through GHMC’s own internal payment-system validation and financial review. The matter was subsequently referred to the Vigilance Wing on July 27, 2026, for a detailed enquiry.

➤ Of the ₹6.92 crore identified, ₹6.83 crore relating to 74 invoices has been recovered. The remaining ₹8.35 lakh relating to four invoices has been received through Demand Drafts and is under credit to the GHMC General Fund.

➤ The enquiry found that duplicate and excess payments resulted from bypassing the prescribed Maker–Checker control and inadequate reconciliation between the three TReDS platforms, GHMC-ERP and the General Fund. The concerned vendors were blocked in the GHMC-ERP system.

➤ An independent Vigilance enquiry has examined the officials and contractors concerned. Departmental action and determination of pecuniary liability are being initiated against officials found prima facie responsible. No officer has been let off.

➤ A comprehensive Special Audit under Section 196 of the GHMC Act, 1955, has also been recommended to establish the full extent of the irregularity. Any further amount found will be recovered in full.

➤ GHMC has strengthened system safeguards, including mandatory reconciliation across ERP, TReDS, General Fund and Audit records before release of payments.

GHMC reiterates that every rupee found to have been paid in excess will be recovered and accountability will be fixed at every level where the control mechanism failed.
