I have been a supporter of Polish-Ukrainian reconciliation since the 1980s and I do not condone the OUN (Organisation of Ukrainian Nationalist) murder of Tadeusz Holowko.
But there are 3 issues which this article ignores.
1) We need to put this crime into a broader comparative context. Such assassinations, unfortunately, happen in every war.
In 1919–1921 the ("old") IRA) killed 196 civilians accused of spying during the War of Independence.
In 1969-1998, in Northern Ireland the Provisional IRA killed 162 who it accused of being informers. The killing of alleged informers was handled by a dedicated Internal Security Unit, sometimes known as the "nutting squad," which would abduct and interrogate suspects, frequently using torture to extract confessions, before a secret internal tribunal pronounced judgment — usually a fatal gunshot to the head.
2) Besides Pilsudski, Roman Dmowski was also present in the 2nd republic and he was far more influential. Dmowski, whose statue stands since 2006 in central Warsaw, is the father of Polish integral nationalism. Dmowski was a fascist and anti-Semite. Dmowski denied the existence of a Ukrainian nation and was very hostile to an independent Ukraine. Dmowski refused to use the name Ukrainians and instead used Little Russians or Rusyns/Ruthenians. Dmowski supported ethnic repression of Ukrainians and assimilation of Ukrainians.
3) Ukrainians living in Poland had prior to 1918 experienced extensive national minority rights in the Austro-Hungarian Empire. These rights were taken away from them by the inter-war Polish state which repressed Ukrainian culture, education, language and Ukrainian Orthodox religion and settled Polish veterans in Volyn. Polish repression (coupled with Soviet genocide in the Holodomor in the USSR) radicalised Ukrainians and turned them towards OUN.
A good example is Volyn where Ukrainians moved from giving their support to the KPZU (Communist Party of West Ukraine) in the 1920s to OUN in the 1930s. In Volyn there was a combustable mix of ethnic conflict (Polish vs Ukrainian), social conflict (Polish landlord/Polish veteran vs Ukrainian peasant) and religious conflict (Catholic versus Orthodox - especially after the 1938 "revindication" [pacification] campaign in the Chełm and southern Podlasie regions where the Polish military and police destroyed 127 Ukrainian Orthodox churches and chapels).
Again there is a comparative aspect. After Bloody Sunday on 30 January 1972 in Northern Ireland, when British troops killed 26 civilians, many Irish Catholics flooded to join the IRA.
Unfortunately, Polish historians, those dealing with memory politics (such as that practised by the Polish Institute of National Remembrance) and governments continue to promote a victimisation complex. They refuse to understand the inter-war roots of the tragic killings on both sides (50-70,000 Poles and 20-30,000 Ukrainians) in the 1940s while neglecting to place this conflict within a comparative perspective.
