You are always free to mod it in if you wish to do so once the mod releases.

Developed by the US Army and Med-Tek as a part of the REAP Initiative, Thaw is an experimental chem meant for quick organ transplant. Post-war, it's used to set broken bones and limbs, and is almost exclusively found in the hands of the organ-stealing Patchwork gang.

Before the bombs fell, Washington played host to scores of soldiers, either returning from Anchorage or taking up occupation duties in annexed Canada. After the Great War, all that remained was equipment, arms, and dead soldiers. Happy 4th of July!
