Who it failed to protect:

Addiction was the stated reason for this ban. So look at what is still running.

The highest-risk products are the fast-cycle chance-based ones: colour prediction, Aviator, slots, in-play betting. Seconds between wager, outcome and reward. Clinicians have flagged that design as the sharpest addiction driver for years. Those apps were never Indian, never taxed and never licensed here. PROGA did not touch a single one of them. They are growing.

The offshore market heads past $15B in 2026, much of it licensed in Curacao at 0% tax, advertising deposit bonuses up to 700%. MeitY has blocked 8,376 URLs. They reopen by morning on mirror domains, mule UPI accounts and crypto rails.

Meanwhile users lost KYC, age verification, deposit caps, grievance redressal and any Indian court to appeal to. The demand survived. Only the safeguards died.

India banned the operators it could regulate and left the ones it cannot reach.

Who paid:

The exchequer. ~₹20,000 cr/yr of GST gone, while DGGI chases ₹1,00,000 cr from companies the state itself shut down.

Workers. Roughly 2 lakh jobs across Dream Sports, MPL, Zupee, Gameskraft and Games24x7.

Every Indian founder. Tiger Global, Peak XV, DST Global, Tencent and Flutter invested here because Indian courts called this a game of skill. Parliament erased that in 48 hours with no consultation and no committee. Flutter wrote off $556m and walked. Oxford Economics now projects a restrictive digital-policy path costs India ~25% of annual VC (₹91,500 cr), 20% fewer new startups through 2035 and 245,000 jobs.

Brazil licensed the same year we banned and collected BRL 9.95bn. The US licenses in 39 states and still treats fantasy as skill. The UK taxes by harm, not category.

Less revenue. Less oversight. Less capital. More offshore.

Every stated goal produced its opposite.
