23 Days Since the Assurance — J&K Intern Doctors Await Final Government Order on Stipend Revision

It has now been 23 days since the Government of Jammu & Kashmir assured MBBS interns that their long-pending demand for revision and enhancement of the internship stipend would be addressed within one month. The assurance was given by Hon’ble Minister for Health & Medical Education, Ms. Sakina Itoo, following extensive discussions with representatives of the protesting interns.
The interns had demanded revision of the existing monthly stipend of ₹12,300 to ₹30,000, highlighting that the present stipend has remained unchanged for several years despite rising inflation, increasing responsibilities and the demanding nature of internship duties. The demand and the subsequent assurance have also received considerable public and media attention.
We have respected the assurance given by the Hon’ble Minister and, in the interest of patient care and the smooth functioning of our institutions, temporarily suspended our agitation with the expectation that the promised revision would be formally implemented within the stipulated period.
We will patiently wait until 8 October 2026, which marks the end of the one-month period communicated to us. We sincerely hope and expect that Hon’ble Minister Sakina Itoo Ji will positively fulfil the assurance given to the intern doctors and ensure that the final government order is issued before the deadline.
At the same time, we believe that transparency regarding the progress of the matter is equally important. Twenty-three days have already passed, and the intern community deserves to know:
- What progress has been made on the stipend revision proposal so far?
- What is the current status of the file?
- Which stages of the administrative process have been completed?
- What further steps, if any, remain before the final order can be issued?
- Is the process on track to meet the commitment made to the interns by 8 October?
We are not seeking confrontation or unnecessary speculation. We are simply seeking clarity on a matter that directly affects thousands of young doctors who have been waiting for a revision of their stipend for years.
We would also like to place on record our heartfelt gratitude to the entire media fraternity of Jammu & Kashmir for the unwavering support extended to the intern doctors during our protest. The extensive coverage given to our genuine concerns helped bring this long-pending issue into the public domain and ensured that the voices of interns were heard.
We once again request our media colleagues to kindly take up the matter with the concerned authorities and seek an update on the progress and present status of the stipend revision file. Your continued scrutiny and responsible follow-up can play an important role in ensuring that the assurance given to the intern doctors reaches its logical conclusion in the form of a formal government order.
We remain hopeful, patient and respectful of the administrative process. At the same time, our expectation remains clear:
₹30,000 stipend — formally notified and implemented.
We sincerely hope that the Government will honour its commitment within the stipulated timeframe and bring this long-pending issue to a positive conclusion.

I, Dr. Mohammad Akib Javid, Joint Secretary, AIMSA and Interns’ Representative, Jammu & Kashmir, would like to place on record the concerns of MBBS and BDS interns regarding the pending stipend revision.
On 8 September 2026, following our prolonged peaceful protest and hunger strike, the Government of Jammu & Kashmir gave us a written assurance that the stipend matter would be finalised within 30 days on the basis of the recommendations of the Stipend Enhancement Committee. In view of this assurance, we suspended our agitation and immediately resumed our hospital duties in the larger interest of patient care.
Today, 15 days have passed.
We are now at Day 15 — 15 days gone, 15 days remaining.
We have respected the assurance given to us. We have returned to our duties, continued attending patients and fulfilled our responsibilities as medical interns.
However, we are still awaiting the final notification and implementation of the promised stipend revision.
Our demand has always been clear: revision of the existing stipend of around ₹12,300 per month to ₹30,000 per month, keeping in view the workload, responsibilities and nature of duties performed by interns.
I want to make one thing absolutely clear:
Our silence after 8 September should not be mistaken for forgetfulness.
We have not forgotten our demand.
We are watching.
We are waiting.
And we are counting every single day.
We gave the Government the time it requested because we chose to trust the written commitment. We do not want another confrontation. We do not want hospital services to be disrupted. We want the matter to be resolved through the administrative process and within the timeline committed to us.
Therefore, I respectfully appeal to the Hon’ble Chief Minister Omar Abdullah Sahib and the Hon’ble Minister for Health & Medical Education, Ms. Sakina Masood Itoo, to kindly ensure that this matter is taken up on priority and the commitment made to the interns is honoured within the stipulated 30 days.
Fifteen days have passed. Fifteen days remain.
We sincerely hope that the Government will use this remaining period to bring the matter to its logical conclusion and issue the necessary notification.
But let there be no misunderstanding: our demand remains firmly on the table.
If the commitment is not fulfilled within the assured timeline, the interns will collectively decide their next course of peaceful and democratic action.
We remain hopeful.
We remain united.
And we remain committed to our legitimate demand.
Day 15. The countdown continues.

🚨 BIG UPDATE
J&K Government has taken a significant step towards the long-pending demand for enhancement of the MBBS internship stipend.
The Finance Department has written back to the Administrative Secretary, Health & Medical Education Department, advising a review of the existing fee structure and appropriate steps for its rationalisation with the fee structures prevailing in other States, in accordance with the advice already conveyed by the Finance Department.
Importantly, an urgent intervention is now being led by the Finance Department to enhance the monthly MBBS internship stipend from ₹12,300 to ₹30,000.
The process is moving forward. The next key step is the formal Government Order.
To every MBBS Student who stood, protested and raised their voice, this update is a result of that collective effort.
