Launch of Primers in 4 Languages
The National Education Policy (NEP) 2020 emphasized the use of the mother tongue as a medium of education — not just till the Foundational and Preparatory stage, but right up to higher education.
To strengthen this vision, Indian Language Primers were developed to promote language learning in collaboration with CIIL-Mysore. A total of 117 primers had already been created, and on 1st September, 4 new primers i.e. Hindi, Sanskrit, Ho and Koya were launched by Hon’ble Union Minister of Education, Govt. of India, Shri Dharmendra Pradhan, during NCERT’s 65th Foundation Day celebrations. On 17th May 2025, during the Review Meeting of Department of School Education and Literacy with States and UTs, an in-depth overview of the Equivalence of Boards initiative by #PARAKH was emphasised upon, which aims to ensure comparability in the standards of school education across all the recognised school boards in India.
In alignment with the National Education Policy (NEP) 2020, the initiative focuses on supporting student mobility, ensuring parity in academic expectations and providing clear guidance to school boards on maintaining quality and fairness in their functioning. To enable this, a comprehensive framework has been developed by PARAKH to assess boards across five key domains: Administration, Curriculum, Assessment, Infrastructure and Inclusiveness.
These domains reflect the essential features of a well-functioning and accountable school board and provide a structured basis for determining equivalence in a transparent and evidence-based manner.
To implement the framework effectively, PARAKH has conducted a series of workshops with officials, subject experts and board representatives from various States and regions. These workshops focused on sharing the equivalence framework, strengthening assessment systems and building capacity in areas such as balanced question paper setting and competency-based assessments.
An online portal has also been launched to facilitate the resource availability and streamline the equivalence processes. Efforts are being made to support school boards in refining their assessment policies and developing question banks aligned with competency-based learning.
School boards are also being encouraged to adopt structured internal assessment practices through tools like the Holistic Progress Card at the secondary stage. The initiative is consultative, collaborative and outcome-focused, encouraging school boards to work towards shared goals while supporting continuous improvement in the quality and fairness of school education in the country.

During the two-day review meeting of States and UTs held on 16th-17th May 2025, chaired by Shri @sanjayjavin, Secretary, Department of School Education & Literacy (DoSEL), Ministry of Education, Prof. (Dr.) Indrani Bhaduri, CEO & Head, PARAKH and Head, Educational Survey Division, NCERT, presented Holistic Progress Cards (HPC), Equivalence of Boards and World of Work initiatives by #PARAKH.
PARAKH has developed Holistic Progress Cards grounded in the Panchakosha model outlined in the National Education Policy (NEP) 2020. This model recognises five dimensions of human development: Physical (Sharirik), Emotional and Mental (Manasik), Intellectual (Vigyanmay), Social and Ethical (Vijñānamay) and Spiritual (Ānandamaya) and encourages assessment practices that go beyond academic achievement to capture the growth of a child across multiple domains.
So far, 26 States and UTs have adopted or adapted the HPC framework, reflecting its growing relevance and acceptance across the country’s diverse educational contexts.
PARAKH “Udyam Sansaar” World of Work (WoW) initiative is designed align itself to HPCs, which promotes a multidisciplinary curriculum, competency-based learning, skill exposure and exposure to emerging technologies like Artificial Intelligence.
These initiatives reinforce the shift towards an inclusive, learner-centric and competency-based school education system as envisioned under #NEP2020.
