@designatedsur@neil_abrams@waitmanb Ironically the declaration of war is what allows them to do it. Such civil agreements are generally voided for the duration of a declared war. The clause itself states "in general", and therefore can be open to being suspended by war or Force Majeure.
@S_Palomino007@QasimRashid Not quite. They have declared war against an enemy state. They are not obliged to provide utilities; that's the duty of the Palestinian Authority, which basically doesn't exist in Gaza because of Hamas. Should they still have water and power? Yes, but via Egypt.
