One month into the Ebola outbreak in the Democratic Republic of the Congo, the total number of confirmed cases surged to 800 between Monday and Tuesday - about 300 more cases than the week prior.
Meanwhile, across the border, Uganda is in proactive protection mode, with no new cases for the past 11 days. Ugandan health officials tell CBS News they are happy with their response and results. Uganda has had 19 confirmed Ebola cases with two deaths - all traced back to the Congo. Official border crossings have been shut.
CBS News' @RamyInocencio landed there and was immediately asked to fill out a health declaration for Ebola that asked about bats, funerals and fevers. Here's what it looked like.
🇺🇬 “WE ARE RESETTING PARLIAMENT BACK TO THE FACTORY DEFAULT.”
Speaker Jacob Oboth Oboth says Parliament is being reset to what it was intended to be.
He says his office will no longer operate as a donation centre, adding that those seeking help should write to President Museveni, whom he described as “the chief donor of Government.”
The Speaker says committee funds will instead be strengthened to reduce MPs’ dependence on ministries, departments and agencies they are supposed to supervise.
“There is nothing demeaning as asking for kitu kidogo from those who are supposed to supervise.”
He says MPs risk being compromised when agencies appearing before Parliament give them money.
Why it matters: the Speaker is framing this as an accountability reset, saying Parliament must protect its oversight role by reducing financial dependence on the very institutions it scrutinises.

No foreigner is permitted to obtain a visitor visa for the primary purpose of acquiring U.S. citizenship for a child by giving birth in the U.S.

Men who recover from #Ebola should avoid sex for at least 6 months or use condoms consistently and correctly.
This is because the virus can stay in semen even after recovery.

I shall say one more thing today. The entire budget for roads in Kampala will be under my control (CDF). I will determine who builds and repairs roads.
