Look at the timing. Trump designated Nigeria a Country of Particular Concern on November 1, 2025. The coup plot arrests broke six weeks later. HR 7457 — the Nigeria Religious Freedom and Accountability Act — was already being drafted in Riley Moore’s office. Ribadu signed the contract weeks after his name first surfaced as the federal official who armed Miyetti Allah members in Kwara State.
His own state government confirmed it on December 16, 2025: the armed men in the Kwara state vehicle, carrying AK-47s, were Miyetti Allah members operating under his office’s coordination.
HR 7457 could designate Miyetti Allah a Foreign Terrorist Organization. That makes anyone who armed them a material supporter of terrorism under U.S. federal law — visa ban, asset freeze, criminal prosecution.
