Strategic Bitcoin Reserve Bill passes and advances to House vote.
Today the House Financial Services Committee marked up and advanced H.R. 8957, the American Reserve Modernization Act of 2026, which would put a Strategic Bitcoin Reserve into statute. Reports put the committee vote at 28–21.
That is a committee step, not final passage. The bill still needs a full House vote, Senate action, and a presidential signature.
Creates a Strategic Bitcoin Reserve at Treasury for qualifying federal Bitcoin, mainly assets from criminal and civil forfeiture, plus a separate Digital Asset Stockpile for other government-held crypto.
Imposes a minimum 20-year hold: reserve Bitcoin generally cannot be sold, swapped, auctioned, or otherwise disposed of during that period. Afterward, Treasury could recommend selling no more than 10% in any two-year window, subject to congressional review.
Requires public proof-of-reserve reporting, independent audits, and tighter custody/oversight.
Does not mandate large new market purchases. Acquisition of extra coins would be studied on a budget-neutral basis.
