San Francisco's homelessness budget went from $202 million in 2016 to $1.1 billion in 2021 - a five-fold increase.
During that same period, the homeless population grew from 12,249 to 19,086 people.
So they spent 5 times more money and the problem got 56% worse.
The incentive structure is broken. NGOs managing homelessness services get paid based on the number of homeless people they're handling, which means solving the problem literally cuts their revenue.
More homeless people equals more funding, which creates zero pressure to actually reduce homelessness.
This is what happens when you build an entire industrial complex around managing a crisis instead of solving it.
The only people winning here are the organizations collecting government contracts while the problem they're supposed to fix keeps growing.
