The vote is real. H.R. 8595 passed 217-209, Republicans 215-1, Massie the lone no.
But the actual text he's citing is committee report language, not the bill itself: the House Appropriations Committee "notes" Ceuta and Melilla sit in Moroccan territory and "supports" diplomatic talks between Morocco and Spain on their status.
That's not a transfer. It's non-binding guidance. No legal force, no change in sovereignty, and the U.S. has no authority to hand over land it doesn't own in the first place.
The real hypocrisy point survives without the exaggeration: Republicans voted for language acknowledging Morocco's claim, then acted blindsided when migrants used that exact claim to storm the border.
Why inflate a real story when the honest version already lands?

There is so much misinformation being spread about what’s actually happening in Spain:
1) Migrants are not swimming or taking boats to Spain’s mainland. Ceuta is a Spanish enclave on Morocco’s northern coast.
2) This is a coordinated effort by Morocco’s government, seen in the video below transporting migrants in trucks to Ceuta.
Morocco’s government aligns with Israel and the US, so these efforts most likely aim to punish Spain for supporting Palestine and opposing the US and Israel’s war against Iran.
Leandro Paredes should be banned from international football for life viciously assaulting Spanish players after the final whistle.

There should never be a commercial break during a soccer game outside of halftime. Even if there’s a hydration break, the game should stay live. So clear that the addition of these breaks are financially motivated.
