Also they are probably girls who get government benefits, welfare, free housing, etc. and they just want to earn more money. That's why they go and work for that salary. However, they could live on welfare too or could find a job at Mac or smth.
If they are migrants and don't know the language they can go to government courses to learn it. It works like a job with a salary, they get paid for learning the language.
they have plenty of choice, etc.
